Regular City Council Meeting <br /> Monday, June 17, 2019 <br /> Page 24 <br /> Mr. Lloyd stated that factors into the number of units that can be calculated to <br /> meet the City's regional share of housing. Removing something is certainly an <br /> option but changes that calculation. <br /> Councilmember Etten was thinking about removing that area on Snelling curve as <br /> a redevelopment piece. If the City would be forced to put high-density housing <br /> there on a small service road and it was guided as single-family, that is not a good <br /> situation. He understood the point with Har Mar but thought Mr. Lloyd's point <br /> was bumping up the bottom couple of numbers and no one is going to come in re- <br /> questing the minimum allowed. He did not think that was going to impact the <br /> neighborhood anymore than it does right now in that circumstance, versus the ar- <br /> ea that is tucked in next to a wetland and across the street from single family <br /> homes with no major access roads. <br /> Ms. Purdu agreed and if it were to be reguided to low density, then it would need <br /> to be removed from the redevelopment map and is in her notes. <br /> Councilmember Willmus noted in reflecting the accuracy of the map, there is a <br /> parcel that was rezoned at the western edge of the City on County Road B and <br /> should also be reflected as Medium Density Residential. <br /> Mr. Lloyd stated that area is actually appropriate at Low Density. It was a zoning <br /> change to Low Density-2 and not Medium Density. <br /> Ms. Purdu reviewed the changes to the Land Use tables and the description of the <br /> Neighborhood Mixed Use category. <br /> Ms. Purdu reviewed the Housing Chapter with the Council. She noted at the <br /> Planning Commission's direction a definition of Manufactured Housing Commu- <br /> nities as added. <br /> Councilmember Laliberte explained the Planning Commission had discussion re- <br /> garding the word "vulnerable" and questioned if the City is communicating some- <br /> thing by having that word as a descriptor. <br /> Ms. Purdu explained the reason for the word is that these types of communities <br /> tend to get purchased and redeveloped as market rate housing and that was the on- <br /> ly reason for specifically calling it out at all. If the Council would rather not have <br /> it there, it can be removed. <br /> Councilmember Willmus asked if the park was purchased with the intent of rede- <br /> velopment for affordable housing, where would this fall? <br /> Ms. Purdu replied that is the intent of the many, if there is another development <br /> proposed there it could be considered and do what the City might with it. <br />
