Ted questioned if the Police Department is letting down the City of Roseville and <br /> not doing their job to protect and serve in the city. <br /> Mayor Roe indicated that by state statute, the Mayor of the City of Roseville is not the <br /> boss of any of the city's employees. There is a system in Roseville and practically all of <br /> the communities in Minnesota, other than Minneapolis, St. Paul, and Duluth, where in- <br /> stead of having the Mayor as the chief executive and manager of the City and the city <br /> employees, the City Council hires a City Manager who reports to the whole City Council. <br /> The City Manager is the executive of the organization and manages the employees. One <br /> of the employees that reports to the City Manager is the Police Chief and the department <br /> reports to the Police Chief. <br /> Ted asked what Roseville is going to do about this young man who was murdered here in <br /> Roseville or what is the next step because it seems like this has been brushed under the <br /> rug. He stated there are things going around that it is open, closed, it is not done, it is this <br /> and that, but there is no action from Roseville. He felt that right now, it is really danger- <br /> ous to ride through Roseville and along Hwy 36 as it does not feel safe at all, especially <br /> knowing the circumstances and the things that did occur in this city. <br /> Mayor Roe indicated he did not know if the City of Roseville has come to that conclusion <br /> as an investigative body, the Police Department. He did not know if that message would <br /> be the message that is being put out there by the Police Department. <br /> A member from the audience asked why the Police Chief was not at this meeting. <br /> Mayor Roe indicated the Police Chief is in the room but the purpose of this meeting is to <br /> hear public comment as he stated at the beginning of the public comment period and the <br /> City does not generally get into discussions on the items that are brought forward on pub- <br /> lic comment because those items are not on the agenda. Also, the City of Roseville has <br /> professional investigators doing that work and that has been ongoing since the beginning <br /> of this case. There have been communications, he understands, between investigators and <br /> members of the family and other interested parties. Communication is ongoing but unfor- <br /> tunately sometimes in the case of an investigation not all the information can be made <br /> public either because conclusions are preliminary or more information is needed to sub- <br /> stantiate them or to refute them. The City of Roseville does not want to put preliminary <br /> information out there that may not be accurate. The other piece to that is sometimes there <br /> is information and if put out there in the public, it may impact the ability to gather further <br /> information. So once again, those decisions are made by the law enforcement profession- <br /> als of the Police Department, based on their experiences and expertise and certainly, in <br /> this case as a part-time elected Mayor, he will defer to their expertise until he does not <br /> see that he has a reason to do otherwise. <br /> Mr. Ted asked who searched for Ralph Bell in the City of Roseville. <br />
