Regular city Council Meeting <br /> Monday,July 22, 2019 <br /> Page 4 <br /> Mayor Roe reminded the audience that this is public comment and the opportunity to <br /> bring information to the Council. He indicated this is not going to be the opportunity to <br /> have answers to all of those questions this evening. There are two things that are happen- <br /> ing in the coming weeks in the City of Roseville. One is that there will be a meeting, as <br /> he understands it, between the investigators, members of Ralph's family, and other inter- <br /> ested persons to update them on the status of the investigation. That meeting will include <br /> whatever the latest information is that the investigators might have. He thought there will <br /> be an opportunity as well to have representation from the medical examiner's office and <br /> the Minnesota Bureau of Criminal Apprehension to fill in the details of information that <br /> those departments have been involved in gathering or the conclusions those departments <br /> have been coming to. He believed as part of that, after those discussions, the intent is to <br /> finish the investigation to the point where that information can be released more broadly <br /> to the public by the department as to what was involved in the investigation, the conclu- <br /> sions, and why those were come to. That would be an opportunity to perhaps have more <br /> engagement with the investigators as to what is actually in the investigation. He noted <br /> there is a lot that the Council does not know this evening. <br /> Ms. Terra Nordenson, St. Paul, stated Ralph's car was found in Roseville and when it <br /> was found, the police called her uncle because it was in his name, as Ralph was in the <br /> process of buying the car from her uncle and had not transferred the title. When her uncle <br /> received the phone call from the Roseville Police Department telling him his car had been <br /> abandoned, her uncle was trying to find a way to get this car out of the impound. She ex- <br /> plained there was a lot of back and forth with the impound lot and the police. The police <br /> told her uncle he could come and get it and at that time, her uncle indicated he was not <br /> going to get the car because he believed this was bigger than just an abandonment of the <br /> car. She stated Roseville put a hold on the car and now her family is responsible for pay- <br /> ing over $3,000 to get this car out of the impound. She wondered what effect, what pow- <br /> er, or what say, the Council and business owners that are running kind of a scam and re- <br /> victimizing people that are victims of crimes. This car is in impound as a result of a crime <br /> that happened and linked to a missing person. Ralph did not just dump the car and leave it <br /> there. She was wondering how or what resources people in this position can have given to <br /> them to get this car out of impound. The family is at a loss and it is not just about a car, it <br /> is the fact that the police put a hold on it and the family should not be responsible for any <br /> time that the police were investigating the car and should not be held accountable for this. <br /> She recognized this is not the City Council's fault, but business owners need to be held <br /> accountable for that role. <br /> Mayor Roe thought those were good points and good questions raised, and Mr. Trudgeon <br /> should follow up on that with the family. <br /> Mr. Trudgeon indicated he would follow up on that issue. <br /> King JT stated he would not give his address and does not feel safe in Roseville, but <br /> asked at the age he is right now, had he gone missing would the City Council have gone <br /> looking for him. <br />
