Regular city Council Meeting <br /> Monday,July 22, 2019 <br /> Page 5 <br /> Mayor Roe asked how old JT was. <br /> JT stated he was ten. <br /> Mayor Roe thought JT was very brave to come up and speak and showed a lot of cour- <br /> age. He would like to think that if there was an organized effort to look for JT, that he <br /> would help to find him. <br /> A member of the audience stated the Mayor would help look for JT but not Ralph. <br /> JT asked why the Mayor would look for him and not Ralph and if it was because Ralph <br /> was older. <br /> Mayor Roe indicated that was not the case. He was trying to recall what his awareness of <br /> the case was at the time and he honestly did not recall what was going on at that time for <br /> him. <br /> A member of the audience suggested it was not a priority to the Mayor. <br /> Mayor Roe explained his understanding that it was a missing persons case in Stillwater, <br /> and he was not aware of any search being organized in Roseville. He did not remember <br /> specifically what was going on at that time. <br /> A member of the audience indicated she did not mean to put all of the pressure on the <br /> Mayor and there were other Councilmembers present who did not have anything to say, <br /> which she felt was weird. <br /> Mayor Roe indicated this is not an intended situation to get into a debate and a discussion <br /> and he is in the position of not having adequate information available to be able to answer <br /> many of these questions. Once again, the source of the information for these questions is <br /> the investigator the family has been working with and the Police Department. He stated <br /> there will be other meetings for the family and interested parties to get answers and be- <br /> yond that. He clarified that City Council is sort of the legislators of the City of Roseville <br /> and do not have day-to-day involvement or details of specific cases that are being inves- <br /> tigated by the Police Department, regardless of the case, who it is, and what it might be. <br /> The City Council's role is to make policies and pass laws for the City of Roseville and <br /> delegate the authority over those items to the City Manager. <br /> Mayor Roe indicated there were members of the Police Department in the audience who <br /> might be willing to talk to individuals after the public comment period is over, either ver- <br /> bally or in written comment. <br /> Ms. Amanda Som-Stewart, St. Paul, explained she understood what the Council was say- <br /> ing as far as not being able to provide certain answers this evening and what their roles <br />
