<br /> are as the City Council, but she also does want to reiterate that the audience was at the
<br /> meeting weeks ago, there are more at this meeting, and they will continue to come.
<br /> Weeks ago, the audience pleaded with the City of Roseville to help them with resources,
<br /> communication, next steps, and the group will continue to come to meetings, both in Ro-
<br /> seville and Stillwater, until the group can get information and answers. She indicated the
<br /> group very much values Ralph Bell's life and Ralph's family and although she did under-
<br /> stand that the City Council 's role may have different definitions than what the group is
<br /> asking for, if it is not them before the City Council then who will speak for Ralph. If it is
<br /> not the City Council, then who will it be? She indicated she is a mother, an educator, and
<br /> has to believe that all of the City Council can empathize with the situation the family and
<br /> group is in and that when the City Council goes home, the family and Ralph are thought
<br /> about and what the group is asking for. She asked the City Council to help them with next
<br /> steps, even if it is outside of their role. She really believed that this does not sit right with
<br /> the City Council either. Although it might not be the Council's responsibility or defined
<br /> job, if it not the Council, then who? The group and family need help from the City in or-
<br /> der to make moves, get answers, and have next steps, which is what the group is asking
<br /> the City Council for. She stated the group is at the meeting to keep putting pressure on,
<br /> not in a negative way, but because the group needs the Council on their side and the fami-
<br /> ly and group cannot do it alone.
<br /> Mr. Rick Sanders, Roseville resident on McCarrons, thought it was good news to hear
<br /> that the City of Roseville will be talking to Ralph's family. He thought that was very im-
<br /> portant. There are a lot of things going on, a lot of issues and things being said that the
<br /> Council does not have facts to and neither does the audience, but they need to be an-
<br /> swered. He indicated that people are hurting. Not only is he a resident of Roseville, he
<br /> lives in the neighborhood where Ralph Bell's body was found and that scares the heck
<br /> out of him. If Ralph Bell was killed in the City of Roseville and somebody in Roseville
<br /> killed him, that person is still walking around and more than likely are in his neighbor-
<br /> hood. He indicated he knew two of the Councilmembers live within the boundary of
<br /> where Ralph Bell's body was found. As a black American, as a black Roseville citizen he
<br /> was not afraid to be in Roseville, he has lived in Roseville for eleven years, and is proud
<br /> to live in Roseville. Even if he was or had doubts about it, he was not running away. He
<br /> stated Ralph is missing, Ralph is gone, Ralph's mother and children are in pain, and he
<br /> knows his friends sitting in the audience tonight hurt and that the Council is taking a lot
<br /> of heat but he asks that we, as citizens, and as the Council of Roseville, do something for
<br /> this family to give them some closure. If the City of Roseville can do it before Stillwater
<br /> and can be the leaders in this. For a man to be missing that long, he has two sons, he
<br /> would have been out there every day. He did not want his children and grandchildren to
<br /> be afraid to walk the streets of Roseville. He likes living in Roseville, enjoys the life he
<br /> has in Roseville, and wished Ralph would have had a choice and a chance to enjoy his
<br /> life.
<br /> Mayor Roe closed the public comment. He stated he appreciated the comments, especial-
<br /> ly the last two and the acknowledgement of Ralph's humanity and dignity, and im-
<br /> portance to everyone who loved him, and continues to love him, and certainly Ralph is an
