Regular city Council Meeting <br /> Monday,July 22,2019 <br /> Page 8 <br /> Mr. Englund explained the anticipated time of occupancy is until the end of May <br /> 2020, but the City is trying to be conservative in case of delays, so the deadline is <br /> the end of July 2020. <br /> Mayor Roe asked if the potential was to start work every day and Saturday at 6:00 <br /> a.m. or is this to allow the applicant to be able to do that when needed during the <br /> course of the project. <br /> Mr. Englund explained through discussions with the project manager, staff be- <br /> lieves that the majority of this work outside of work hours will be at the beginning <br /> of the project with the site work and delivery of the larger materials. Once the <br /> building is closed in, which is scheduled for the end of November, the majority of <br /> the work will move inside and staff did not anticipate any noise generating out- <br /> side until possibly next spring when there is more site work and finishing up the <br /> parking lots and landscaping. <br /> Councilmember Groff asked if this can be approved for a shorter period of time to <br /> determine if there are problems. <br /> Mr. Englund thought Council could set any time limit. <br /> Mayor Roe asked if there was anything in the ordinances that states it has to be a <br /> certain minimum time period or anything like that. <br /> Mr. Englund indicated the ordinances do not have anything like that so it would <br /> be up to the Council's discretion to set parameters. <br /> Councilmember Groff asked if there were more costs involved if it had to be done <br /> twice. <br /> Mr. Englund assumed the applicant would have to reapply for another variance <br /> and go through the process again. <br /> Councilmember Etten inquired the cost. <br /> Mr. Englund noted the application fee was $450. <br /> Councilmember Etten explained he was concerned that if there is a problem, the <br /> City would be stuck. <br /> Mr. Englund assumed Council could set something like that into the approval rec- <br /> ords that if there are complaints after the fact, or ongoing, that are founded to be <br /> bothersome to other residents or outside of the five-hundred-foot mark, but it is <br /> not addressed in the ordinance. <br />
