41 logistically would be better to have the event at the OVAL this year with a plan to have the <br />42 event in Central Park in 2020. <br />43 <br />44 Commissioner Newby asked what the logistical differences are between having an event at <br />45 the OVAL versus Central Park. Staff responded that contract negotiations for setting up <br />46 sound and equipment for the movie at Central Park is much more time consuming as opposed <br />47 to licensing the movie and using the existing equipment at the OVAL. In addition lighting, <br />48 safety plans, security and equipment would be a larger undertaking at Central Park and <br />49 would require more planning. Therefore, from a staff perspective the recommendation is to <br />50 have the event at the OVAL this year. <br />51 <br />52 Commissioner Brown offered a connection for food trucks for the event. <br />53 <br />54 Commissioner O’Brien suggested that the HRIEC possibly have a booth at the Discover <br />55 Your Park (DYP) events in the future. <br />56 <br />57 The group discussed existing events and potentially aligning initiatives and work plans for <br />58 2020 and meeting again to discuss future strategies. <br />59 <br />60 5) PARK DEDICATION REVIEW AND RECOMMENDATION <br />61 a) ROSEDALE CENTER SEVENTH ADDITION – MACY’S OUT LOT <br />62 Staff provided a history of Park Dedication in Roseville including the history, purpose <br />63 and options. <br />64 <br />65 The Macy’s proposal is to split off and create two new adjacent lots. One being .86 acre <br />66 and one at 1.61 acre for a total acreage of 2.47. The project qualifies for Park Dedication. <br />67 The cash amount would be $128,908 (10% of the FMV). The land amount would be 5% <br />68 of 2.47 acres or .12 acre. This area is located in Constellation I. The Parks and Recreation <br />69 System Master Plan does not identify specific property in this area for acquisition. <br />70 <br />71 Vice-Chair Hoag stated that he does not feel that this location would be a good space for <br />72 a park. <br />73 <br />74 The Commission generally discussed what the area will look like in the future and how <br />75 urban parks vary from traditional parkland. <br />76 <br />77 Commissioner Baggenstoss stated that he does not feel that the way Park Dedication is <br />78 laid out now plans ahead to allow a voice for urban development. <br />79 <br />7 <br /> <br />
