He recalled discussion about delaying payment of the Inter- <br /> im Use Fee until the end of the term or such time there was something put into <br /> code that addressed the issue. He was not sure if the payment was delayed or if <br /> the churches made the payments anyway. Mayor Roe asked if the Council want- <br /> ed to do anything in terms of relief to those applicants based on having discussed <br /> the desire to do that earlier. One option that crossed his mind was to refund the <br /> difference between the license fee and interim use fee as a possibility. <br /> Councilmember Groff supported reducing the fee to $350 and thought that was <br /> fair. He thought the churches are doing a good service and the only consideration <br /> he would have is how much money was spent because a different process was <br /> done. <br /> Ms. Gundlach indicated she was not prepared to speak to that. Staff could go back <br /> and figure out how much time was spent, and come to the Council with a recom- <br /> mendation for a reasonable for a reduction. <br /> The Council agreed to take the matter up at a future meeting. <br /> e. Consideration of a Request to Perform an Abatement for Unresolved Viola- <br /> tions of City Code at 1986 Ryan Ave <br /> Community Development Director Janice Gundlach briefly highlighted this item <br /> as detailed in the Request for Council Action and related attachments dated Au- <br /> gust 26, 2019. <br /> Mayor Roe asked if the owner is also dealing with the licensing of the vehicle to <br /> get the correct tabs on. <br /> Ms. Gundlach explained the owner did not tell her he was trying to do that. He is <br /> working to get this changed to a recreational vehicle and does not want to pay the <br /> tabs until he has gone through that process. She encouraged the Council to ap- <br /> prove the abatement but stay it until Wednesday or Thursday in order to give the <br /> owner a chance to move the vehicle. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Etten moved, Groff seconded, directing Community Development Staff to abate <br /> the public nuisance violations at 1986 Ryan Avenue, staying the enforcement un- <br /> til August 29, 2019. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Groff, Etten, and Roe. <br /> Nays: None. <br />
