Regular City Council Meeting <br /> Monday,August 26, 2019 <br /> Page 8 <br /> the road with financing and the ability to pull projects together and get things <br /> moving in a timely fashion. <br /> Councilmember Laliberte asked if there should be anything in the condition re- <br /> garding TIF payments. <br /> Mayor Roe thought that was part of the development agreement. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Groff, Etten, and Roe. <br /> Nays: None. <br /> Councilmember Etten asked in regard to the traffic study, this study looks at traf- <br /> fic on Fairview but never looks east to County Road C and Snelling, where twen- <br /> ty-five percent of the traffic for this is supposed to go. He wondered if staff <br /> learned anything from this. <br /> Ms. Gundlach indicated she spoke to other staff about this and the city is going to <br /> provide the traffic study that Reuter Walton prepared to the traffic engineer who <br /> is doing the traffic study for the Boaters Outlet site in order to factor in the twen- <br /> ty-five percent increase. The intersections can be evaluated on how the intersec- <br /> tion will work when combined with all the other potentials that may happen on <br /> that stretch on County Road C. <br /> Mr. Marc Culver, Public Works Director, reviewed some of the potential issues <br /> and concerns with the intersections in the area. <br /> Willmus moved, Laliberte seconded, adoption of Resolution No. 11630 entitled, <br /> "Resolution Approving the Proposed Fairview Avenue Addition Final Plat <br /> amending condition C to read `prior to issuance of any city permits for develop- <br /> ment of Lot 1, Block 1, Fairview Avenue Addition, a dedication of cash in lieu of <br /> park land shall be paid in the amount of$508,000' (PF19-016)." <br /> Council Discussion <br /> Councilmember Willmus explained he fully grasped and understood the conun- <br /> drum the Council is in and he also understands the need and desire to move for- <br /> ward and see if these areas develop and redevelop. There certainly is some risk <br /> involved. On some level this is something of an intangible and what the city is <br /> working with. He thought the wording that staff has come forward with, if this <br /> does not come to fruition, the city will step back from utilizing TIF dollars to help <br /> support the project and something that will have some teeth to it. <br />
