Regular City Council Meeting <br /> Monday, August 26, 2019 <br /> Page 9 <br /> Councilmember Laliberte agreed and understood that for quite some time the city <br /> has wanted redevelopment in the area and this is the project in front of the Coun- <br /> cil today. She indicated she was supportive of the project moving forward. <br /> Councilmember Groff indicated he was also concerned about the risk but would <br /> support the proposal. <br /> Mayor Roe agreed and noted any proposal could have come forward without the <br /> division which would then have not triggered the park dedication fee. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Groff, Etten, and Roe. <br /> Nays: None. <br /> Etten moved, Groff seconded, adoption of Resolution No. 11631 entitled, "Reso- <br /> lution Approving the Proposed Multifamily Residential Development as a Condi- <br /> tional Use on Lot 1 of the Fairview Avenue Addition Plat(PF19-016)" <br /> Mayor Roe indicated a slight language change on condition A, line 68-70 of the <br /> resolution to read "...to connect cross to the path..." <br /> Councilmember Etten indicated that made sense and accepted the amendment to <br /> the motion. <br /> Councilmember Groff concurred with the acceptance of the amendment. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Groff, Etten, and Roe. <br /> Nays: None. <br /> d. Consider Adoption of an Ordinance Amending Title 3 (Business Regulations) <br /> and Title 10 (Zoning) of the City Code to Establish a Business License and <br /> Zoning Regulations for Temporary Overnight Shelters <br /> Senior Planner Bryan Lloyd briefly highlighted this item as detailed in the Re- <br /> quest for Council Action and related attachments dated August 26, 2019. <br /> Councilmember Etten noted in the Ordinance, number 16 is referencing the length <br /> of the license, attachment B, page 2, line 64, licenses normally expire June 30th <br /> each year. There was discussion and this mentions having something that could <br /> extend the license for a place that shows consistently that it is able to handle the <br /> guidelines or requirements. He wondered what that process would be. <br /> Ms. Gundlach thought the idea behind the process is staff would monitor if there <br /> are any complaints. If the license is approved for more than one year, that does <br /> not mean the Fire Marshal and Building Official would not go in every year be- <br />
