Regular City Council Meeting <br /> Monday, September 23, 2019 <br /> Page 3 <br /> Ms. Janet Henquinet and Ms. Randi Lundell briefly highlighted this item as de- <br /> tailed in the Request for Council Action and related attachments dated September <br /> 23, 2019. <br /> Councilmember Groff asked what sort of process this Commission goes through <br /> to certify the applicants. <br /> Ms. Lundell indicated the Chief reviews for them, in some detail, the process. The <br /> Commission questions and challenges the Chief on things such as diversity. On <br /> the certification of the people, the Chief or Deputy Chief will review with the <br /> Commission the people who come out on the top of the list, give background, and <br /> answer questions. She noted the Commission is also invited to attend the inter- <br /> views and be a part of that and she has done that a few times. She explained the <br /> bar is high and very rigorous and where the Chief wants it to be. <br /> Councilmember Groff thought what the Commission is doing is very important, <br /> adds to transparency, and adds to citizen involvement in a process that some are <br /> concerned about. <br /> Ms. Henquinet indicated she has sat through a few interviews as well and had <br /> twenty-five years in human resource management, so she is a little picky on <br /> things and she was impressed with all of the panels. <br /> Mayor Roe asked if both of the hiring processes have been finished. <br /> It was indicated those processes have finished. <br /> Mayor Roe thanked the Commissioners for being at the meeting for the annual <br /> update. <br /> b. Consider Approval of Application for Pathways to Policing Grant from the <br /> Department of Public Safety Office of Justice Programs. <br /> Chief Rick Mathwig briefly highlighted this item as detailed in the Request for <br /> Council Action and related attachments dated September 23, 2019. <br /> Councilmember Groff asked if the money will be spent first and then reimbursed. <br /> Chief Mathwig indicated there is no financial risk on the city or taxpayers. The <br /> city would front the money and then be reimbursed. The qualification that is nec- <br /> essary to be reimbursed is that the candidate to be hired would have to pass the <br /> POST test, Police Officers Standards and Training Test, which is the last test to <br /> take in order to get a license. The Police Department is batting one thousand in <br /> the last ten years for a CSO to pass their POST test and with that, the city's reim- <br /> bursement policy necessitates getting a passing grade in those courses. <br />
