Regular City Council Meeting <br /> Monday, September 23, 2019 <br /> Page 4 <br /> Laliberte moved, Willmus seconded, approving the Police Department's request <br /> to apply for a Pathways to Policing Grant. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Roll Call <br /> Ayes: Etten, Willmus, Laliberte, Groff and Roe. <br /> Nays: None. <br /> c. Hold a Public Hearing and Consider a Resolution Approving a Variance to <br /> Chapter 405, Noise Control, Temporarily Extending Construction Activity <br /> Hours at 2820 Cleveland Avenue N. <br /> Building Official David Englund briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated September 23, 2019. <br /> He noted Ryan Companies would like to extend the variance due to its expiration <br /> date of September 30, 2019. <br /> Mayor Roe reviewed public hearing protocol and opened and closed the public <br /> hearing at approximately 6:29 p.m. for the purpose of receiving public input on <br /> the above-referenced Variance; with no one appearing for or against. <br /> Etten moved, Groff seconded, adoption of Resolution No. 11634 entitled, "Reso- <br /> lution Approving a Variance from City Code Section 504.03, Hourly Restrictions <br /> on Certain Operations for Ryan Companies, for the Property located at 2820 <br /> Cleveland Avenue N." with the additional condition 6 with the end date of July <br /> 31, 2020. <br /> Council Discussion <br /> Councilmember Etten was glad this is working out for the applicant. <br /> Councilmember Groff thought the concern the Council had earlier on was not a <br /> concern so he was fully supporting it. <br /> Mayor Roe asked if there was any construction work done in the variance hours <br /> during that time frame. Mr. Englund indicated there was work done during that <br /> time. <br /> Roll Call <br /> Ayes: Etten, Willmus, Laliberte, Groff and Roe. <br /> Nays: None. <br /> d. Consider Adoption of a Preliminary 2020 Tax Levy and Budget <br />
