Regular City Council Meeting <br /> Monday, September 23, 2019 <br /> Page 5 <br /> City Manager Patrick Trudgeon and Interim Finance Director Jason Schirmacher <br /> summarized the request as detailed in the Request for Council Action of this date; <br /> and noted a bench handout incorporated into the Request for Council Action <br /> providing an extract of city Council meeting minutes of September 23, 2019. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Laliberte moved, Etten seconded, adoption of Resolution No. 11636 entitled, <br /> "Resolution Directing the County Auditor to Adjust the Approved Tax Levy for <br /> 2020 Bonded Debt." <br /> Roll Call <br /> Ayes: Etten, Willmus, Laliberte, Groff and Roe. <br /> Nays: None. <br /> Willmus moved, Etten seconded, adoption of Resolution No. 11635 entitled, <br /> "Resolution Submitting the Preliminary Property Tax Levy on Real Estate to the <br /> Ramsey County Auditor for the Fiscal Year of 2020." <br /> Council Discussion <br /> Councilmember Willmus thought the Council should approve the preliminary <br /> levy before the city spends and pays some bills that it cannot afford to pay should <br /> this not pass. <br /> Councilmember Laliberte indicated she was supportive because it is preliminary, <br /> and she hoped the city would continue to do more work on this to lower the levy <br /> amount. She noted she has had conversations from residents who were unsolicit- <br /> ed, and people are certainly feeling the pinch, not only the city levy increases but <br /> everyone else's as well. <br /> Mayor Roe echoed those comments and understood that the county is looking at <br /> something in the neighborhood of ten percent over the next two years and some of <br /> the neighboring cities are at five percent and above for their levies. <br /> Roll Call <br /> Ayes: Etten, Willmus, Laliberte, Groff and Roe. <br /> Nays: None. <br /> Etten moved, Groff seconded, adoption of Resolution No. 11637 entitled, "Reso- <br /> lution Adopting the Preliminary 2020 Annual Budget for the City of Roseville." <br /> Roll Call <br /> Ayes: Etten, Willmus, Laliberte, Groff and Roe. <br />
