Regular City Council Meeting Monday, September 23, 2019 Page 5 City Manager Patrick Trudgeon and Interim Finance Director Jason Schirmacher summarized the request as detailed in the Request for Council Action of this date; and noted a bench handout incorporated into the Request for Council Action providing an extract of city Council meeting minutes of September 23, 2019. Mayor Roe offered an opportunity for public comment, with no one coming for- ward. Laliberte moved, Etten seconded, adoption of Resolution No. 11636 entitled, "Resolution Directing the County Auditor to Adjust the Approved Tax Levy for 2020 Bonded Debt." Roll Call Ayes: Etten, Willmus, Laliberte, Groff and Roe. Nays: None. Willmus moved, Etten seconded, adoption of Resolution No. 11635 entitled, "Resolution Submitting the Preliminary Property Tax Levy on Real Estate to the Ramsey County Auditor for the Fiscal Year of 2020." Council Discussion Councilmember Willmus thought the Council should approve the preliminary levy before the city spends and pays some bills that it cannot afford to pay should this not pass. Councilmember Laliberte indicated she was supportive because it is preliminary, and she hoped the city would continue to do more work on this to lower the levy amount. She noted she has had conversations from residents who were unsolicit- ed, and people are certainly feeling the pinch, not only the city levy increases but everyone else's as well. Mayor Roe echoed those comments and understood that the county is looking at something in the neighborhood of ten percent over the next two years and some of the neighboring cities are at five percent and above for their levies. Roll Call Ayes: Etten, Willmus, Laliberte, Groff and Roe. Nays: None. Etten moved, Groff seconded, adoption of Resolution No. 11637 entitled, "Reso- lution Adopting the Preliminary 2020 Annual Budget for the City of Roseville."
