Mayor Roe noted the budget increase is around ten to eleven percent depending on the changes made tonight and a big chunk of that increase is the potential to spend five million dollars at the OVAL for upgrades and needed rehabilitation but that spending is contingent on receiving funding from the State through the State Bonding process. e. Consider Adoption of the Preliminary 2020 EDA Tax Levy City Manager Patrick Trudgeon and Interim Finance Director Jason Schumacher briefly highlighted this item as detailed in the Request for Council Action and re- lated attachments dated September 23, 2019. Mayor Roe indicated this includes some increase to the budget to cover a poten- tial "Open to Business"loan program, which has not yet been defined. Etten moved, Groff seconded, adoption of Resolution No. 11638 entitled, "Reso- lution Approving A Special Property Tax Levy, for the Benefit of the Roseville Economic Development Authority, on Real Estate to the Ramsey County Auditor for the Fiscal Year of 2020." Mayor Roe offered an opportunity for public comment, with no one coming for- ward. Roll Call Ayes: Etten, Willmus, Laliberte, Groff and Roe. Nays: None f. Review Proposed Changes to the 2020 Fee Schedule City Manager Patrick Trudgeon briefly highlighted this item as detailed in the Request for Council Action and related attachments dated September 23, 2019. Mr. Trudgeon reviewed the substantive changes to the proposed 2020 fee sched- ule including Lawful Gambling Regulatory Tax and Fire Department Fee changes with the Council. Mayor Roe clarified the change to the Gambling Regulatory Fee and what that does. He explained that by reducing the fee, it increases the amount of the gam- bling proceeds the non-profits can use for their purposes rather than paying the city to administer the program. Mr. Trudgeon indicated that was correct.
