Consider Adoption of the Preliminary 2020 EDA Tax Levy <br /> City Manager Patrick Trudgeon and Interim Finance Director Jason Schumacher <br /> briefly highlighted this item as detailed in the Request for Council Action and re- <br /> lated attachments dated September 23, 2019. <br /> Mayor Roe indicated this includes some increase to the budget to cover a poten- <br /> tial "Open to Business"loan program, which has not yet been defined. <br /> Etten moved, Groff seconded, adoption of Resolution No. 11638 entitled, "Reso- <br /> lution Approving A Special Property Tax Levy, for the Benefit of the Roseville <br /> Economic Development Authority, on Real Estate to the Ramsey County Auditor <br /> for the Fiscal Year of 2020." <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> Roll Call <br /> Ayes: Etten, Willmus, Laliberte, Groff and Roe. <br /> Nays: None <br /> f. Review Proposed Changes to the 2020 Fee Schedule <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated September 23, 2019. <br /> Mr. Trudgeon reviewed the substantive changes to the proposed 2020 fee sched- <br /> ule including Lawful Gambling Regulatory Tax and Fire Department Fee changes <br /> with the Council. <br /> Mayor Roe clarified the change to the Gambling Regulatory Fee and what that <br /> does. He explained that by reducing the fee, it increases the amount of the gam- <br /> bling proceeds the non-profits can use for their purposes rather than paying the <br /> city to administer the program. <br /> Mr. Trudgeon indicated that was correct. <br />
