Regular City Council Meeting <br /> Monday, September 23, 2019 <br /> Page 7 <br /> Mayor Roe noted on Fire Vehicle Response Fee, the previous extra Fire Rescue <br /> and Extrication Fee was $400 and is essentially changing the name of it and add- <br /> ing the per vehicle charge. <br /> Chief Tim O'Neill explained the previous fee that was on the schedule was basi- <br /> cally centered around extrication. The new fee is actually a little more encom- <br /> passing and it would be charged for responding to any accident, vehicle fires, <br /> hazard cleanup involving any vehicle, and extrication. It would be a little wider <br /> umbrella and the cost would remain the same at $400. The majority of the costs <br /> would be paid by insurance companies. <br /> Councilmember Willmus asked with regard to Fire Department Service Fees, ear- <br /> lier in the year there was discussion about calls for lift assist service and at that <br /> time, there was some early conversation about potential fees related to that. He <br /> wondered where that conversation is sitting at. <br /> Chief O'Neill indicated the Department looked at the data and a majority of the <br /> lift assists are in non-facility type environments. The Department did not think <br /> the Council was interested in charging the average homeowner a fee. <br /> Councilmember Laliberte asked who is being billed now for the services seeing <br /> that a billing process is yet to be set up. <br /> Chief O'Neill explained the Department has not been billing because of the few <br /> numbers of times the Department has gone out for extrication and the volume did <br /> not warrant them getting into the billing part of it. <br /> Mayor Roe asked if the CPR fee was for a specific class. <br /> Chief O'Neill indicated that was correct and that class is the full certification CPR <br /> class and the cost goes to the card that has to be purchased. He noted there is still <br /> the hands only CPR provided for free numerous times throughout the year at the <br /> Fire Department. <br /> Mr. Trudgeon continued with the fee schedule presentation discussing Communi- <br /> ty Development Fees with the Council. <br /> Councilmember Willmus asked with respect to the Administrative Fee for Coun- <br /> cil Approved Abatement, often times when abatement actions come before the <br /> Council the Council approved the abatement but stays the enforcement, so he <br /> wondered how that is going to be handled with respect to the fee. <br /> Mr. Englund believed the intent is if the abatement is stayed and is not enforced, <br /> the fee would not be collected. <br />
