Regular City Council Meeting <br /> Monday, September 23, 2019 <br /> Page 8 <br /> Councilmember Etten wondered if Council would be willing to reduce the fee for <br /> Temporary Overnight Shelters from $350 to $250. He understood there was staff <br /> time involved but the whole understanding was to not make this a large financial <br /> burden for people serving others. <br /> Councilmember Groff indicated he would support that because he thought it was <br /> something the city should be involved in, noting sheltering the homeless is an <br /> admirable thing. <br /> Councilmember Willmus asked how the $350 fee was established. <br /> Mr. Trudgeon thought it was an estimate of time that staff would spend on a typi- <br /> cal process and to recover some of the mailing costs. <br /> Ms. Janice Gundlach, Community Development Director, indicated it is calculat- <br /> ed based on the hourly wage for the Building Official and Fire Marshal to conduct <br /> an inspection associated with it. It takes between two to three hours for each per- <br /> son. <br /> Councilmember Laliberte asked how many of these did staff expect to process in <br /> a year. <br /> Ms. Gundlach indicated currently there are two unless others came forward. Staff <br /> does not expect many of them. <br /> Councilmember Groff asked if this is a yearly fee because of the inspection or <br /> would it be or multiple years. <br /> Ms. Gundlach explained right now, the two that the city has have been under an <br /> Interim Use and paid a fee, which is good for a number of years. When those en- <br /> tities have to come back for a renewal, the Council would then have the option to <br /> approve a multi-year license. The city would collect the fee every year but would <br /> not need to go before the Council every year. <br /> Councilmember Etten thought the fee for two hours seemed high compared to the <br /> abatement charge of the same amount for five hours of staff time. <br /> Councilmember Laliberte was supportive of changing the amount to $250. <br /> Mayor Roe appreciated the opportunity to provide feedback on the fee schedule. <br /> g. Review Civic Campus Master Plan RFP <br /> Public Works Director Marc Culver briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated September 23, 2019. <br />
