Regular City Council Meeting <br /> Monday, September 23, 2019 <br /> Page 9 <br /> Councilmember Laliberte asked Mr. Culver if he could talk at all about the im- <br /> portance of addressing with this firm or through the RFP the fact that the city has <br /> off-site storage and would that be included into their assessment or would it be <br /> just this campus specifically. <br /> Mr. Culver explained part of the deficiency identified is that the city has to have <br /> off-site storage which includes storage currently being leased as well as the space <br /> the Parks and Recreation Department leases at the State Fair grounds. That is cur- <br /> rently identified in the maintenance facility space needs study that will be a part <br /> of the RFP as an appendix. That has changed a little bit because the city leases a <br /> little more space now than what the city was leasing when the study was done but <br /> the information would be updated so the firm is aware of that. <br /> Mayor Roe asked if it is envisioned that the work might generate a couple of dif- <br /> ferent alternatives and maybe not just a single recommendation to the city. <br /> Mr. Culver indicated within the RFP it indicated up to five concepts overall. Part <br /> of that is going to be the discussion with Council, particularly the mid-study con- <br /> versation before a final concept is recommended. <br /> Councilmember Willmus stated something that is important to him is looking <br /> forward. The city knows what the needs are going to be in the short term and <br /> there are projections decades out but anything that comes back to the Council <br /> needs the ability to readily and easily expand and should that need arise in the fu- <br /> ture, whether looking at storage space, warehouse space, or vehicle and equip- <br /> ment storage. Ease of expansion should that need arise in the future is quite im- <br /> portant to him. With respect to some of the areas being taken off the table, if <br /> there is discussion about repurposing park space,that is a conversation he is will- <br /> ing to have. He did not want to know on the front end of this that it cannot be <br /> touched and would be interested to see how some of these things play out and fit <br /> together. <br /> Councilmember Laliberte agreed with what Councilmember Willmus was sug- <br /> gesting that there would be the ability to get phasing recommendation, and also as <br /> a part of this process, the city notify not only the neighbors and public but the ten- <br /> ants using these spaces as well in order for them to be part of the larger envision- <br /> ing process and that the city is not caught off guard or by surprise. <br /> Councilmember Groff agreed the city should look at this in the broadest scope <br /> possible because that is how the city will get the best responses with putting out <br /> the RFP. <br /> Mayor Roe thought it was important to figure out what the future holds for the <br /> VFW and how that can be incorporated into this as well. <br />
