Public Hearing to Consider the Approval of an Off-Sale Liquor License and <br /> Cigarette/Tobacco Products License to MGM Wine & Spirits, Inc. dba <br /> MGM Wine & Spirits Located at 1149 Larpenteur Avenue West <br /> Assistant Manager Olson briefly highlighted this item as detailed in the Request <br /> for Council Action and related attachments dated October 21, 2019. <br /> Mr. Mike Maglich, principal owner of MGM Liquor was at the meeting and indi- <br /> cated he was very excited about reopening the store in Roseville and maintaining <br /> its business presence in the city. <br /> Mayor Roe asked if Mr. Maglich had a good understanding of the city's serv- <br /> er/manager training program and expect to be compliant with that. <br /> Mr. Maglich indicated he was aware and it has been part of their hallmark for the <br /> business over the years to have a very comprehensive training program for the <br /> employees and management, including himself He noted he is a member of the <br /> Licensed Beverage Association, has been on the Board of Directors there for over <br /> four years, and it is very important for them to have a zero tolerance in their busi- <br /> ness. <br /> Mayor Roe reviewed public hearing protocol and opened and closed the public <br /> hearing at approximately 6:31 p.m. for the purpose of receiving public input on <br /> the above-referenced Off-Sale Liquor License and Cigarette/Tobacco Products <br /> License; with no one appearing for or against. <br /> Laliberte moved, Willmus seconded, approval of the issuance of the 8th Off-Sale <br /> Liquor License and Cigarette/Tobacco License to MGM Wine& Spirits, Inc. <br /> Roll Call <br /> Ayes: Willmus, Groff, Etten, Laliberte and Roe. <br /> Nays: None. <br /> c. Consider an Abatement Request to Perform an Abatement for Unresolved <br /> Violations of City Code at 2799 Merrill St. <br /> Building Official Dave Englund summarized the request as detailed in the Re- <br /> quest for Council Action of this date; and noted a bench handout incorporated into <br /> the Request for Council Action providing an extract of Council meeting minutes <br /> of October 21, 2019. He noted there has been no response from the property <br /> owner to date. <br /> Councilmember Groff asked what happens if the city does the work and this <br /> property goes into tax forfeiture in 2020 and the bill is not paid. <br /> Mr. Englund indicated the city would certify the charges to the taxes and those <br /> would be paid after the sale of the property. <br />
