It is understood that removal of this scale will cause both short term and long term <br />changes to the tree canopy. However, the city envisions a phased approach that <br />combines treatment, buddy trees and other strategies to prevent overwhelming <br />changes to neighborhoods tree canopy. <br /> <br />d. Ensure the long-term species diversity of the Roseville’s urban forest. <br />The proposer shall propose which species will be used for replacement trees and <br />how their location and placement shall be selected. The City aims to diversify its <br />species to prevent substantial losses in the event of future disease events. <br /> <br />e. Ensure Community Safety <br />The vendor’s proposal shall ensure that the program is safe and does not result in <br />danger or hazard trees due to EAB degradation. This shall include both a <br />preventative approach and a responsive approach to significantly sick trees. <br /> <br />f. Maximize Efficiency. <br />The program shall maintain an eye toward efficiency. The City will rely upon the <br />proposers to suggest the most efficient manner to achieve its objective and for <br />guidance upon when objectives shall be foregone in the name of efficiency. <br /> <br />g. Utilize an implementation schedule that maximizes objectives A through D. <br />The City envisions the program as a phased approach over several years but will <br />assess other proposals based upon merits relayed by the proposer. In addition to <br />the above objectives, the proposed schedule shall take into account the anticipated <br />EAB kill rate (death curve). <br /> <br />h. Indicate any additional value that the program could yield for the city <br />including: <br /> Grant opportunities that the vendor will pursue on behalf of the city <br /> Use of volunteers for program implementation and community engagement <br /> Additional forestation opportunities <br /> <br /> The preferred vendor shall manage the implementation of the accepted plan under the <br />following parameters, including any subcontractors that the vendor works with. <br /> <br />o Removal <br /> Removal shall be accomplished in a safe, planned manner. Removal shall <br />include disposal of the diseased tree, stump removal or grinding, and repair of <br />the impacted turf area. <br /> The preferred vendor shall explicitly state how they will plan for ash trees that <br />become diseased and/or hazardous to the public. Vendor shall include <br />estimated response time to any hazard tree. <br /> <br />o Replacement <br /> Vendor shall replace trees with trees in accordance with Roseville’s Species <br />List. Vendor shall include proposed species for replacement as part of their <br />initial proposal. <br />Page 9 of 11 <br />19 <br /> <br />
