Regular City Council Meeting <br /> Monday,December 2, 2019 <br /> Page 18 <br /> itself but if there is legislation that broadly gives cities the authority to license <br /> themselves in the same way without being specific to Roseville, the city may want <br /> to refer to that as something the Council also supports if it is a better way to get <br /> there. He stated he has talked to at least one legislator who thought that might be <br /> a better approach or a more workable approach or less likely to get kicked out at <br /> the end of the process. <br /> Councilmember Laliberte indicated she had a thought on that last suggestion be- <br /> cause she has seen where sometimes bills will be authored going to paths just to <br /> see if one moves forward when the other one does not. That might be a sugges- <br /> tion on this particular topic. She noted on the massage therapist, Metro Cities did <br /> adopt that into their policy so Roseville is not alone. But, Metro Cities did not <br /> find someone to author anything or move it forward. <br /> Councilmember Groff explained from his perspective, the OVAL is the number <br /> one issue because of the cost and the implications for the city if it is not passed <br /> through this year. He would agree on motel/hotel licensing because that was be- <br /> coming a quality of life issue in Roseville and he did hear from a lot of people <br /> who are concerned with that. He would like to move that up close to the Cedar- <br /> holm community building liquor license. <br /> Mayor Roe agreed that made sense. <br /> Councilmember Groff thought what Councilmember Laliberte was saying about <br /> having different paths for the liquor license in Cedarholm was important because <br /> other legislators throughout the State might be interested more quickly if it was <br /> not such a specific piece of legislation for Roseville. <br /> Mr. Trudgeon noted he did hear several times just listening to the legislative de- <br /> bate about every year having these requests, always approving them, and wonder- <br /> ing why the law does not change and let the cities make the decisions. He thought <br /> that would be the perfect solution and absolutely should make sure it is clear in <br /> the city's policy that the city supports that as well. <br /> Mr. Trudgeon noted staff will bring back information regarding the sales tax, <br /> come up with some type of policy, and also provide information about what the <br /> process is for Council discussion. <br /> Mayor Roe offered an opportunity for the public comment, with no one coming <br /> forward. <br /> i. Consider Approval of Professional Services Agreement for Civic Campus <br /> Master Plan <br /> Public Works Director Marc Culver briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated December 2, 2019. <br />
