Regular City Council Meeting
Monday, December 2, 2019
Page 28
worth considering. But he would want further discussion on that and whether that
would work or not.
Mayor Roe thought the attendance might have been a good attachment to the Re-
quest for Council Action, at least for people eligible for reappointment and terms
ending.
Ms. Olson explained tonight the Council is not being asked to consider these peo-
ple for reappointment. When the Council is reconsidering them for reappoint-
ment, the attendance will be included in the packet for the twelve months pro-
ceeding as well as their recommendation from the Chair and their most recent ap-
plication.
Mayor Roe asked Ms. Olson if the people eligible for reappointment have been
asked if there was interest to be reappointed.
Ms. Olson indicated staff has not yet done that.
Mayor Roe thought that should be found out before the Council decides who to
interview for the position.
Councilmember Laliberte stated the current process has been working but she did
think that vacancies mid-year are a separate topic that should be discussed.
Councilmember Willmus thought the decision for reappointment/appointment
should be kept in January and not moved to this time of year. With respect to
Councilmember Etten's comments that frankly with the vast majority of the
Commissions, if there are vacancies that occur throughout the year, perhaps there
would be two fixed points in time that the Council interviews for those Commis-
sions. The only thing that might give him pause there is if the city has a handful
of absences or vacancies on the Planning Commission. He would want that to
move up on the schedule a little bit.
Mayor Roe thought it might worth some discussion on a staff level as to what
those dates might be.
k. Discuss Grading Permit Expiration and Notification Requirements
Public Works Director Marc Culver briefly highlighted this item as detailed in the
Request for Council Action and related attachments dated December 2, 2019.
Councilmember Groff asked if the Public Works staff is making sure that sedi-
ment is not getting into the city storm sewer and are the construction sites being
inspected after a rain event or once per week.
