Regular City Council Meeting <br /> Monday, December 2, 2019 <br /> Page 29 <br /> Mr. Culver indicated it is being done and on the erosion control side that is what <br /> is being inspected once a week. <br /> Councilmember Groff also read in the information that "stabilization is required <br /> for stockpiles and exposed soils that have not been worked for 14 days." This <br /> sounds like work would be done and then work would not be done on the property <br /> for a while according to residents he has spoken to. He asked how the 14 days <br /> works. <br /> Mr. Culver explained the site does not have to stay active within a 14-day period. <br /> It just means that if there is exposed soil or stockpiles of materials and the project <br /> is not worked on for fourteen days then the city requires them to cover it with hay <br /> or spray it down with some material to keep the material from eroding away if it <br /> rained or something and that is inspected. <br /> Councilmember Groff indicated another thing is under bullet point 3 where it says <br /> estimated time to complete work and is included in the permit. He wondered <br /> what happens if it goes beyond the estimate time. <br /> Mr. Culver explained the initial time for completion was the fall of 2018 and the <br /> city grading permits do not necessarily expire. The city asks for the estimated <br /> time to complete work, but it does not mean that the work has to be finished by <br /> that time, it just gives the city an idea of how long the site is going to be open and <br /> worked on. Now with the permits expiring annually staff will put a little more <br /> scrutiny on that schedule in order to keep everyone in the area informed as well. <br /> Councilmember Groff noted on line 111 it states, "protect paved roads from sed- <br /> iment and mud brought in from access routes," and asked how that is done. <br /> Mr. Culver explained that is tied into the erosion control permits. The city gener- <br /> ally requires a rock construction entrance and one of the things that gets a lot of <br /> scrutiny and the contractor has to redo periodically because the rock gets muddy <br /> and not effective anymore. The rock entrance is supposed to knock the mud and <br /> dirt off the tires of the trucks. <br /> Councilmember Etten thought the implementation and notification area was a <br /> good idea. He asked if staff had a proposal as to how far out from the site that no- <br /> tification would go. <br /> Mr. Culver explained the intent would be to really look at the haul route impact <br /> and each project would be different. In this case the city would have done all of <br /> Victoria and Roselawn. The city may or may not have sent notifications to resi- <br /> dents on County Road B. He was not aware of any complaints from there. <br />
