He thought the city re- <br /> ceived an email from someone on County Road B complaining. He would en- <br /> courage staff to look at densities of people and not just County roads. <br /> Councilmember Laliberte appreciated the suggestions of what staff will do differ- <br /> ently. She asked for clarification on Mr. Culver's discussion relating the notifica- <br /> tion and what was meant by saying"we may." <br /> Mr. Culver gave some examples of different projects and how the city notified the <br /> residents. <br /> Councilmember Laliberte explained as she looked at what the city has for current <br /> language, there is the ability for the city to bill the company for enforcement and <br /> corrective work. With all the rain last year, it was a wet season, she asked wheth- <br /> er public works was camped out there, was any work done, and did the city lose <br /> money just trying to stay on top of inspections. <br /> Mr. Culver explained staff does annually review how much time is spent out there <br /> versus what the city took in for fees for erosion control, grading, etc. The city <br /> probably spent a lot more time on erosion control permits this year than is done <br /> on average. If the city has to take corrective action, the city will pull against the <br /> project escrow. <br /> Mayor Roe asked if any work is done on the Roselawn project outside of the <br /> standard spring, summer, fall construction timeframe. <br /> Mr. Culver presumed some excavation was being done in the winter. <br /> Mayor Roe asked if there was any thought given to, not just a notification given in <br /> a letter that this is going to happen, but taking it a step further like is done with <br /> noise variances where it has to come to the Council for approval with a hearing. <br /> He could see in the case of something like this where it might be beneficial. <br /> Mr. Culver indicated staff has not considered that, but it could be a possibility. <br /> He thought that would be up to the Council but puts some political pressure on the <br /> Council as far as approving or denying projects based on hauling of material. <br /> Staff feels it is a slippery slope to go down to potentially kill a project because a <br /> lot of material needs to be hauled. <br /> Mayor Roe thought the city could think about creating a hauling permit as well. <br /> Councilmember Etten indicated he would be reluctant to get into that game as it <br /> would open up a can of worms for various development projects. He thought the <br /> pieces that are outlined here give some checks on that process. He noted the city <br /> was dealing with a very unusual and significant project that the city wished it <br />
