But the city has not had these kinds of problems with oth- <br /> er projects that are moving large amounts of dirt. <br /> Councilmember Willmus thought the things the Council was looking to address <br /> is what the city do that is effective and proactive going forward. One thing is to <br /> make sure people are aware of what is going on. With some of these larger pro- <br /> jects, maybe the city does need to look at the bonding structure, what is set aside <br /> there, and when issues are brought to the city's attention so the city is more proac- <br /> tive in terms of enforcement as far as hours. Also, being more proactive in clean- <br /> up of the streets on a regular basis, particularly in times of wet weather. That is <br /> going to be expensive and he did not know if that is necessarily a burden that <br /> should be borne by the broader public of Roseville. When staff looks at the fee <br /> structure on some of these things, maybe those are areas that need to be consid- <br /> ered. He certainly seen the language the city had with regard to inspections and <br /> things like that but identifying a point person who is responsible and has authority <br /> to address these issues when such things arise is a good thing. He believed there <br /> was one inspector that goes out and looks at this. <br /> Mr. Culver explained there are multiple inspectors who are tasked with this. <br /> Councilmember Willmus indicated the city is limited in staff when it comes to <br /> some of these things so on some of these larger projects that are more intune or <br /> going to have to be in more residential type settings, suggesting the city look to <br /> some mechanism to maintain a better flow of information as to what is going on, <br /> on a daily basis. <br /> Mayor Roe offered an opportunity for the public comment. <br /> Mr. David Aronow and Mrs. Lorelle Pouchak, 1965 Victoria Street <br /> Ms. Pouchak explained to put it into perspective as to the number of trucks, on <br /> October 28th she counted 31 trucks in one hour from 12:00 p.m. to 1:00 p.m. go- <br /> ing into the entrance plus five passes of the sweeper that was not using water to <br /> control the dust. On average, the trucks run twelve hours a day, six days a week, <br /> which is 372 trucks a day with sixty passes of the sweeper. She noted that is a lot <br /> of trucks and those trucks sometimes start at 6:30 a.m. idling outside the neigh- <br /> bor's bedroom window before the trucks start entering the cemetery property. <br /> The truck drivers are constantly putting on the brakes when coming around the <br /> corner and shifting gears, which is very noisy. She stated David Aronow sent a <br /> video to Councilman Groff showing this. She stated the neighbors are not able to <br /> open windows in warmer weather, cannot sit on their decks or be in their yard, <br /> and it is not safe to cross the road. There is one neighbor who was going south on <br /> Victoria and the truck crossed the line so and her neighbor had to drive up on the <br /> property to avoid getting hit by the truck as it was turning into the cemetery. <br /> These are serious issues that should have been considered and an impact on the <br />
