Regular City Council Meeting <br /> Monday, December 2, 2019 <br /> Page 33 <br /> Ms. Munion thought the company needed to provide a flagman or someone on <br /> days when there is that much traffic to prevent someone from being hit at that <br /> curve. She explained Roselawn has not been a good neighbor on this either and <br /> not reached out to them. When she called them, the conversation was very lim- <br /> ited and the cemetery had hoped that it would be done by this fall. Obviously, it <br /> is not. Another thing is when she contacted the city to ask for a finish date, she <br /> was surprised to see that one had been estimated or established as 2018 and here it <br /> is going into 2020 and work will still be going on. Someone told her there is no <br /> end date on those permits. <br /> Mr. Munion explained on the days the company is hauling there are sixty to <br /> eighty-five, trucks that come by there and that is very disruptive. <br /> Ms. Munion explained she was woken one morning at 2:45 a.m. because some- <br /> thing was being delivered to the site and it was loud. <br /> Mr. Munion noted that has happened several times. He did not know if there was <br /> someone who could monitor this more closely or as a person who lived there, if <br /> he had a phone number that he could call to send someone out to tell the drivers to <br /> return after 7:00 a.m. That would be helpful. <br /> Mayor Roe thought the city needed to do some follow up on the issues brought up <br /> and there is certainly no reason not to call 911 even if it is not an emergency be- <br /> cause the dispatchers will figure out what is going on. <br /> Mr. Munion explained his biggest concern is the safety aspect of this. <br /> Mr. Culver explained staff has had several conversations with the contractor about <br /> doing things outside of the work hours and loading and unloading the lowboy <br /> tractors. It is hard to catch them unless somebody that works for the city witness- <br /> es it. One thing the city is considering putting in the permit or escrow is a fine <br /> system that if caught working outside of the working hours that the city will fine <br /> the company and take it out of escrow but there is still the bourdon of proof on <br /> that if the city is going to do that. <br /> Mayor Roe thanked staff for looking at this and thought it was something the city <br /> needed to continue to pay attention to. He was all for the notion of notification <br /> with a number to call and perhaps an afterhours number to call from the contrac- <br /> tor or responsible party. He stated that was a key part of it along with keeping the <br /> neighborhood up to date on what is going on. <br /> Councilmember Laliberte added if the contractor gives the city a schedule, then <br /> the city needs to hold the contractor to that schedule. <br /> 8.
