Regular City Council Meeting <br /> Monday, November 25, 2019 <br /> Page 15 <br /> Councilmember Willmus thought in this particular case it is something from his <br /> perspective makes sense and he had a suspicion that the city will be talking about <br /> additional green space in a future agenda item. <br /> Mayor Roe thought there was also an update to the Zoning Code coming up <br /> which will be an excellent opportunity to discuss these types of issues. <br /> Roll Call <br /> Ayes: Laliberte, Etten, Willmus, Groff and Roe. <br /> Nays: None. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:58 p.m., and reconvened at approximately <br /> 8:03 p.m. <br /> g. Joint Meeting with the Planning Commission <br /> Planning Commission Chair Gitzen briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated November 25, 2019. <br /> Planning Commission Members present were Chair Gitzen, Commissioners Spar- <br /> by, McGehee, Schaffhausen, Pribyl, Kimble, and Kruzel. <br /> Commissioner Sparby indicated he was curious about the Council's view of the <br /> Planning Commission's role regarding the park dedication and tree preservation <br /> ordinances. He wondered if the Commission should be looking at either of those <br /> items or is the Commission a pass-through entity. <br /> Councilmember Willmus thought with respect to park dedication, that is not <br /> something the Planning Commission should be looking at. He thought it is some- <br /> thing that squarely lies with the Council and the Parks Commission and that the <br /> Parks Commission does do a good job of going out and surveying other commu- <br /> nities not only in terms of what cash value might be, but also what land allocation <br /> might be should that be a recommendation to the Council. He would liken it to <br /> some of the more detailed information that the Commission could get into but not <br /> necessarily beneficial and perhaps when looking at things determining a roadway <br /> width or sizing of various utilities and things like that. He did not know that the <br /> Planning Commission is the body that he wants to see to 'down in the weeds' on <br /> those things. <br /> Councilmember Etten agreed and was not sure he would see the Planning Com- <br /> mission having a role in acting on those items. <br />
