Regular City Council Meeting <br /> Monday,November 25, 2019 <br /> Page 16 <br /> Councilmember Laliberte agreed and noted the Council did ask the Parks Com- <br /> mission to talk to the Finance Commission about this topic and it has been looked <br /> at already with those two Commissions. <br /> Councilmember Willmus explained with respect to tree preservation, he thought <br /> there is certainly a role there for the Public Works, Environment, and Transporta- <br /> tion Commission to look at some of those things but also something where he did <br /> not want to the city go so far that it is beyond where their neighbors are with re- <br /> spect to tree preservation and things like that as it becomes a deterrent to potential <br /> redevelopment in Roseville. He thought that was an area where the city needed to <br /> take a second look and retune it a little bit. <br /> Councilmember Etten indicated he did not want to debate that right now but <br /> thought it would be something the Council would want to look at versus having <br /> the Planning Commission interpret what is going on. He thought the purpose was <br /> to leave as many mature trees as possible and if not, then to fill up the neighbor- <br /> ing areas as much as possible. <br /> Councilmember Groff agreed those items should not be discussed by the Planning <br /> Commission. He thought it would be more appropriate to bring to the Parks and <br /> Finance Commissions for discussion. <br /> Mayor Roe stated the Planning Commission is mainly here for interpreting how or <br /> whether developments meet the city's Code requirements and making recommen- <br /> dations to the Council on that basis. He thought in the future, there could be some <br /> type of collaboration between the Planning and Parks Commissions when the time <br /> comes to reevaluate the cost structure. <br /> Chair Gitzen thought another item the Planning Commission was looking for <br /> guidance on would be amusement businesses, should it be a Conditional Use or a <br /> Business License, and what Zoning Districts should be looked at where it would <br /> fit in. <br /> Mayor Roe thought Council's perspective was that the city Code has some ways it <br /> could improve in that regard so other business licenses or other parts of the Code <br /> outside of the Zoning Code should be looked at. He noted staff had some really <br /> good direction, but he thought there was a role for the Planning Commission to <br /> look at that in conjunction with staff. <br /> Commissioner Sparby noted another amusement business will be coming before <br /> the Commission in the near future and the Commission thought the Amusement <br /> definition could probably apply to a lot of other businesses in the community. <br />
