It is essentially taking the property value di- <br /> vided by the total value of all the properties in the city and multiplies that by the <br /> tax levy and that is how the County allocates the City's total levy to all of the tax- <br /> payers. There is also another factor on top of that which is the property classifica- <br /> tion which gets a different ratio applied to its value to do the calculation. Busi- <br /> nesses have one ratio or factor and residential properties have another factor. The <br /> thing the city controls this evening is the tax levy and none of the other factors. <br /> The County Assessor assesses what each individual property value and taxable <br /> value is which adds up to the total taxable value across the whole city. The State <br /> Legislature is the one that sets the different classes and different ratios applied to <br /> those. The only thing the city has an impact on is the tax levy part of that equa- <br /> tion. <br /> Mayor Roe reviewed public hearing protocol and opened the public hearing at ap- <br /> proximately 6:27 p.m. <br /> Public Comment <br /> Ms. Sheila <br /> Ms. Sheila indicated she did not want to give her full name or address because <br /> everything is taped. She explained she has lived in Roseville since 1999 and she <br /> is a State employee working in Human Services. She noted she knew how to <br /> work tightly with budgets. She is a single parent with family health issues and <br /> disabilities. She noted she does not have extra money coming in to pay all of the <br /> extra money. She indicated when the Council and staff talked about areas of dis- <br /> cussion, she did not hear of any areas that are no longer needed, can be provided <br /> by another entity or can be improved with fewer resources or funds. For example, <br /> she saw the loss on the license bureau and wondered why the city is doing that <br /> and if the State is not functional to do its own licenses. She noted a bunch of <br /> buildings were brought into the parks, and while she would love to offer the best <br /> things for the children in the city, she wondered why the city needed all of the <br /> buildings. She asked whether maintenance on them costs a lot, does the city do <br /> any cost analysis to see what the city can afford, and are these money making or <br /> money losing items. She wondered if there was another way to look at the city <br /> budget. She indicated she knew how to work tight budgets and wondered if there <br /> has been any thought on how not to increase the budget every year but how the <br /> city is managing the resources for the residents. <br /> Ms. Sheila questioned if the city needed all of the improvements it is doing such <br /> as improving the license center. She explained she cannot afford to keep living in <br /> her house and cannot get another job because she is taking care of her daughter, <br /> mother and sister. She wondered where the cost saving is at the city and county <br /> level. She knows at the state level, at least her department is very good at saving <br /> money and she questioned why this is not being heard in the city presentations. <br /> She wondered how essential all of the staff is and if some staff is not needed.
