Regular City Council Meeting
Monday, November 25, 2019
Page 3
is what is being discussed tonight. It is essentially taking the property value di-
vided by the total value of all the properties in the city and multiplies that by the
tax levy and that is how the County allocates the City's total levy to all of the tax-
payers. There is also another factor on top of that which is the property classifica-
tion which gets a different ratio applied to its value to do the calculation. Busi-
nesses have one ratio or factor and residential properties have another factor. The
thing the city controls this evening is the tax levy and none of the other factors.
The County Assessor assesses what each individual property value and taxable
value is which adds up to the total taxable value across the whole city. The State
Legislature is the one that sets the different classes and different ratios applied to
those. The only thing the city has an impact on is the tax levy part of that equa-
tion.
Mayor Roe reviewed public hearing protocol and opened the public hearing at ap-
proximately 6:27 p.m.
Public Comment
Ms. Sheila
Ms. Sheila indicated she did not want to give her full name or address because
everything is taped. She explained she has lived in Roseville since 1999 and she
is a State employee working in Human Services. She noted she knew how to
work tightly with budgets. She is a single parent with family health issues and
disabilities. She noted she does not have extra money coming in to pay all of the
extra money. She indicated when the Council and staff talked about areas of dis-
cussion, she did not hear of any areas that are no longer needed, can be provided
by another entity or can be improved with fewer resources or funds. For example,
she saw the loss on the license bureau and wondered why the city is doing that
and if the State is not functional to do its own licenses. She noted a bunch of
buildings were brought into the parks, and while she would love to offer the best
things for the children in the city, she wondered why the city needed all of the
buildings. She asked whether maintenance on them costs a lot, does the city do
any cost analysis to see what the city can afford, and are these money making or
money losing items. She wondered if there was another way to look at the city
budget. She indicated she knew how to work tight budgets and wondered if there
has been any thought on how not to increase the budget every year but how the
city is managing the resources for the residents.
Ms. Sheila questioned if the city needed all of the improvements it is doing such
as improving the license center. She explained she cannot afford to keep living in
her house and cannot get another job because she is taking care of her daughter,
mother and sister. She wondered where the cost saving is at the city and county
level. She knows at the state level, at least her department is very good at saving
money and she questioned why this is not being heard in the city presentations.
She wondered how essential all of the staff is and if some staff is not needed. She
