Regular City Council Meeting <br /> Monday,November 25, 2019 <br /> Page 4 <br /> also wondered if there was an analysis of what the city currently offers and does <br /> not need to offer. <br /> With no one else appearing to speak, Mayor Roe closed the public hearing at ap- <br /> proximately 6:33 p.m. <br /> Mayor Roe explained the license center is fee supported with fees paid for tabs, <br /> permits, and licenses so actually each year it operates at a slight surplus, varying <br /> from year to year. Those funds come back to the city budget to help fund opera- <br /> tions and reduce the impact on property tax payers. He thought a lot of times <br /> what shows in the presentations is the net effect of both positive and negative <br /> changes related to the spending from year to year. There is reporting in the de- <br /> tailed information which was available at the September 23rd meeting when the <br /> preliminary levy was passed, which includes some of the minuses that were done <br /> from last year to this year proposed budget and more information could be given <br /> if helpful. He noted the city constantly looks at gaining efficiencies and doing <br /> things better and different and doing more with less where it can. <br /> h. Public Hearing to Consider Revocation of Multifamily Rental Licensing the <br /> Marion Street/The Brittanys Apartments owned by G&G Management <br /> Fire Chief Timothy O'Neill briefly highlighted this item as detailed in the Request <br /> for Council Action and related attachments dated November 25, 2019. <br /> Firefighter Inspectors Sam Baker and Ted Larson were at the meeting along with <br /> City Building Official Dave Englund. <br /> Firefighter Inspector Baker made a presentation to the city Council. <br /> Fire Chief O'Neill explained 90 of 270 units were inspected and the same type of <br /> problems were found in almost every unit and at that point, it was determined to <br /> look at it in a global standpoint. Staff decided to take this to the Council and look <br /> for either a revocation or suspension of the rental license. He noted during that <br /> time he started receiving additional complaints from the tenants in the building <br /> and provided their feedback. Notification was provided to every tenant in all <br /> twelve buildings at a meeting that was held on November 12th, approximately fif- <br /> ty tenants showed up with interpreters. The city reassured the residents that this <br /> issue would not result in displacement of tenants. <br /> Mayor Roe asked for clarification regarding the revocation of the license. He <br /> wondered if it would be temporary or permanent. <br /> Fire Chief O'Neill indicated this could be up to a one-year revocation before the <br /> applicant can reapply for licensing. He noted under suspension it is up to ninety <br /> days and under revocation it is up to one year. Reinstatement can be applied for <br /> at any time up to that if the applicant feels the building would pass inspection. <br />
