Regular City Council Meeting <br /> Monday,November 25, 2019 <br /> Page 5 <br /> Councilmember Willmus asked if the revocation would prevent the property own- <br /> er/landlord from leasing to new tenants. <br /> Fire Chief O'Neill indicated that was correct, any vacant unit in all twelve build- <br /> ings would need to remain vacant until the license was restored. <br /> Councilmember Willmus asked what would happen to someone whose lease <br /> would be expiring and for some reason that tenant would want to pursue a renew- <br /> al of that lease. <br /> Fire Chief O'Neill explained renewals are allowed, the difference is that the ten- <br /> ant already lives in the building so the unit is not vacant. The city wants to make <br /> sure that no tenants are displaced. <br /> Councilmember Laliberte asked for clarification if staff is looking for revocation <br /> and not suspension. <br /> Fire Chief O'Neill indicated that was correct. The reason for that is in a situation <br /> like this, an up to ninety-day suspension would move quickly through with the <br /> holidays coming up. Staff does not want to rush through this, wants to get this <br /> right, and provide the owner with enough time to make the necessary repairs and <br /> changes especially with the infestations that were seen at the buildings. Those are <br /> not things that can be corrected immediately, and staff needs to ensure that those <br /> are completely eradicated before reissuing the licenses. <br /> Councilmember Laliberte asked with the winter weather coming are there going <br /> to be seasonal issues that will not be able to be resolved in a shorter period of time <br /> as well. <br /> Fire Chief O'Neill explained any exterior work would need to be delayed until <br /> spring. The biggest issues are the life/safety issues and building code issues and <br /> infestations. <br /> Councilmember Laliberte indicated she was concerned with the infestations and <br /> wondered how that is handled in the winter months. <br /> Fire Chief O'Neill explained he is not an expert on that and would need to defer <br /> that question to pest control companies that have been hired. He noted G&G has <br /> been very responsive to dealing with staff, communicated very well, and have <br /> changed pest control companies. <br /> Councilmember Willmus explained when the city was first considering the Multi- <br /> Family Rental Licensing Program, one of the reasons the city was looking at do- <br /> ing it was because of some of the situations that were being seen in this complex. <br />
