He was also at the meeting and heard the comments of the tenants <br /> and thought it was really inexcusable that people would have to be living in those <br /> conditions. When you are a landlord you have responsibilities to take care of the <br /> units for themselves, the tenants who are living there, and to protect their property <br /> values. He was very glad the city is moving ahead with this. <br /> Councilmember Laliberte concurred with everything that has been said and re- <br /> flected back to when the Council put this licensing procedure in place, noting it <br /> was done in conjunction with property owners and talked through the details of <br /> what this would mean. She thought that the situation seen here is probably only a <br /> sampling of what has been going on for years. She was supportive of this and <br /> supportive of getting information on next steps that might be necessary if it is <br /> needed to be considered. <br /> Mayor Roe understood that the property owner is looking to make the improve- <br /> ments and repairs as quickly as possible and that is the notion of the thirty day <br /> stay or the ninety-day suspension versus the revocation. But as he analyzes it, his <br /> point of view is that the revocation is not to just facilitate the improvements. The <br /> goal is to make the improvements and make this place livable with decent housing <br /> for people, some of the most vulnerable people in the community. That is the <br /> number one objective as a city to make sure that it is protecting the vulnerable <br /> people. He noted, however, that revocation serves as a penalty for these condi- <br /> tions existing in the first place and for these conditions being as pervasive as they <br /> are and existing for as long as they have. Mayor Roe stated the complex passed <br /> inspection in May but it is clear that on further analysis and review, there are sig- <br /> nificant and very awful issues related to people being able to live in a decent place <br /> in this community. Even though infestations are not listed as life safety issues ac- <br /> cording to fire code, he would argue that it is a huge safety issue from the point of <br /> view of public health. It is something that no person should have to live in those <br /> conditions for any period of time and certainly no person should live in those <br /> conditions and then have those conditions come back. It is clear to him that G&G <br /> has a lot to do to get where the company needs to be as a property management <br /> company and owners of these facilities and providing housing for people in this <br /> community. He thought this revocation provided an opportunity to develop not <br /> only a plan for getting to into compliance but also an opportunity as well for city <br /> staff to pay extra close attention over the period of revocation to make sure staff <br /> understands where things are at and how things are going with the various actions <br /> that need to be taken and to make sure that compliance is being maintained over <br /> time. <br /> Mayor Roe acknowledged the city is and should be an important partner in this <br /> process, not only just to be informing people of what is meeting and not meeting <br /> code but the city has an opportunity to connect property managers with resources <br /> to perhaps provide more education to tenants. He was supportive of this motion <br />
