With the addition of these features at these playgrounds, it may create a “loop <br />34 of use” within Central Park meaning that it will allow for more usablespace for wheel chairs, <br />35 physically and emotionally challenged individuals as well as able body participants(see attachments <br />36 A and B for examples). <br />37 <br />38 The reference in the above paragraph to senior/adult/all exercise equipment is adesire to install <br />39 outdoor fitness equipment along the trail between playgrounds for all users includingthose with <br />40 accessible needs as well as younger and older adult play. <br />41 <br />42 The final design, timing and extent ofthis projectis yet to be determined based on the contributor, <br />43 FOR Parks, community process and final funding plan. <br />44 <br />45 All project capital costs will be paid for by the Friends of Roseville Parks (FOR Parks). <br />46 <br />47 Operation and Maintenance responsibilities will be that of the City. It is anticipated that daily <br />48 maintenance and inspection will be performed by existing maintenance staff with any additional <br />49 materials, supplies to be covered by the existing operating budget. The annual operating budget is <br />50 anticipated to be neutral as the playground will allow some savings by not needing to replace wood <br />51 fiber surface. However the exercise pieces mayneed some additional inspection and upkeep through <br />52 our normal maintenance program. <br />53 <br />54 Assuming that the playground and exercise pieces will be replaced at the end of useful life, it is <br />55 anticipated it may add $20,000 annually over 20 years to the Parks and Recreation Capital <br />56 Improvement Plan (CIP). Future CIP’s will be updated to reflect this enhanced project. <br />57 <br />58 This project is proposed to be planned in 2020 and completed in 2021. <br />59 <br />60 Staff has been working in earnest with FOR Parks representatives since learning of this generous <br />61 contribution and are recommending City Council acceptance. <br />62 <br />63 1)Roseville Central Park Foundation <br />64 The Roseville Central Park Foundation has proposed a lighting project at the Muriel Sahlin <br />65 Arboretum (see attached lighting plan). <br />66 <br />67 In the past few years, there have been neighborhood and community concerns in respect to a lack of <br />68 lighting in this area. Based on initial community interactions it is presumed that this project would <br />69 be welcomed by the neighborhood. <br />70 <br />71 The proposed lighting fixtures are newer models and have less “spillover”. If accepted, a more <br />72 formal community process would be undertaken. <br />73 <br />74 This project is proposed to be completed over three phases (years) with phase one being the parking <br />75 lot (2020), phase two and three being the outer and inner loops. <br />76 <br />77 All project capital costs will be paid for by the Roseville Central Park Foundation. <br />78 <br />79 Maintenance and operation responsibilities will be that of the City.
