ATTACHMENT C 1301 B. Heating Facilities 1302 1. Facilities required. Heating facilities shall be provided in structures as required by 1303 this section. 1304 2. Residential occupancies. Dwellings shall be provided with heating facilities capable of 1305 maintaining a room temperature of 68°F (20°C) in all habitable rooms, bathrooms and 1306 toilet rooms based on the winter outdoor design temperature for the locality indicated in 1307 Appendix D of the International Plumbing Code. Cooking appliances shall not be used, 1308 nor shall portable unvented fuel-burning space heaters be used to provide space heating to 1309 meet the requirements of thissectionrequired heating. 1310 Exception: In areas where the average monthly temperature is above 30°F (-1°C), 1311 a minimum temperature of 65°F (18°C) shall be maintained. 1312 3. Heat supply. Every owner and operator of any building who rents, leases or lets one or 1313 more dwelling units or sleeping units, rooming unit, dormitory or guestroomon terms, 1314 either expressed or implied, to shall furnish heat to the occupants thereof shall supply 1315 heat during the period from September 30th to April 1st to maintain a temperature of not 1316 less than 68°F (20°C) in all habitable rooms, bathrooms, and toilet rooms. 1317 Exceptions: 1318 1. When the outdoor temperature is below the winter outdoor design temperature 1319 for the locality, maintenance of the minimum room temperature shall not be 1320 required provided that the heating system is operating at its full design capacity. 1321 The winter outdoor design temperature for the locality shall be as indicated in 1322 Appendix D of the International Plumbing Code. 1323 2. In areas where the average monthly temperature is above 30°F (-1°C) a 1324 minimum temperature of 65°F (18°C) shall be maintained. 1325 4. Occupiable work spaces. Indoor occupiable work spaces shall be supplied with heat 1326 during the period from September 30th to April 30th to maintain a temperature of not 1327 less than 65°F (18°C) during the period the spaces are occupied. 1328 Exceptions: 1329 a. Processing, storage and operation areas that require cooling or special 1330 temperature conditions. 1331 b. Areas in which persons are primarily engaged in vigorous physical activities. 1332 5.Room temperature measurement.The required room temperatures shall be measured 1333 3 feet (914 mm) above the floor near the center of the room and 2 feet (610 mm) inward 1334 from the center of each exteriorwall. 1335 C. MechanicalEquipment 1336 1. Mechanical appliances. All mechanical appliances, fireplaces, solid fuel-burning 1337 appliances, cooking appliances and water heating appliances shall be properly installed 1338 and maintained in a safe working condition, and shall be capable of performing the 1339 intended function. 1340 2. Removal of combustion products. All fuel-burning equipment and appliances shall 1341 be connected to an approved chimney or vent. 1342 Exception:Fuel-burning equipment and appliances which are labeled for unvented 1343 operation. 1344 3.Clearances.All required clearances to combustible materials shall bemaintained. 1345 4. Safety controls. All safety controls for fuel-burning equipment shall be maintained 1346 in effective operation. 30
