The existing or anticipated development on the lot or lots resulting from the proposed <br />28 subdivision or consolidation conforms, or is made to conform, to the zoning regulations <br />29 applicable to the subject property. <br />30 e.The proposed subdivision does not qualify for park dedication under the requirements <br />31 established in Section 1103.06 of this Title. <br />32 S TAFF R EVIEW OF M INOR P LAT <br />33 The Planning Division has determined the proposed consolidation of three existing lots into two lots, <br />34 one for each of the proposed Dominium residential projects, and an outlot, for the future Twin Lake <br />35 Station commercial development (55,000 sq. ft), complies with all of the Minor Plat criteria. <br />36 The proposed plat on property zoned Community Mixed-Use-4 District consolidates the existing lots <br />rd <br />37 addressed as 1717, 1743, and 1755 County Road C into Lot 1 and Lot 2, Block 1, Twin Lakes 3 <br />38 Addition, and Outlot A. The outlot will require future platting in order to permit the proposed <br />39 commercial development. <br />40 Plat proposals are reviewed primarily for the purpose of ensuring that all proposed lots meet the <br />41 minimum size requirements of the zoning code, adequate streets and other public infrastructure are <br />42 in place or identified/constructed, and that storm water is addressed to prevent problems either on <br />43 nearby property or within the storm water system. As a Minor Plat of a community mixed-use zoned <br />44 property, neither the zoning nor subdivision codes establish minimum requirements for area or width <br />45 of lots, but the proposal is subject to other requirements established in Title 11, Subdivision, of the <br />46 City Code. The City and Watershed have specific storm water management requirements, which <br />47 plans have been submitted to the City Engineer for review and will be submitted to the Watershed <br />48 for approval. The project is also required to comply with various Zoning requirements as part of the <br />49 formal redevelopment plan for the property. It should be noted the applicant is working with the <br />50 City Engineer on the vacation of a public roadway right of way, Herschel Street. The project will <br />51 require a Public Improvement Contract for the installation of a new traffic control signal at Herschel <br />52 St and County Road C, the installation of new turn lanes on County Road C and replacement of <br />53 sidewalk, trees and lighting along County Road C related to the new turn lanes. The project does not <br />54 require new public streets or public utilities and there will be no public improvements within the site <br />55 as all streets and utilities will be private (Civil Plans Attachment C). That said, Ramsey County is <br />56 requesting a 5.1-foot dedication of additional right-of-way along County Road to accommodate the <br />57 relocated sidewalk. Such a dedication, additional right-of-way along a County road, has been an <br />58 action deemed acceptable under the Minor Plat process. Kimley-Horn is working with Ramsey <br />59 County to determine whether the area can be included in a sidewalk easement and not right-of-way <br />60 as currently proposed. If acceptable to Ramsey County, the right-of-way dedication will become an <br />61 easement on the final recorded documents (plat mylars) signed by the City. <br />62 Planning Division staff and the Development Review Committee (DRC) have reviewed the proposed <br />63 development plans and find they are consistent with the standards of the City Code. The City <br />64 Council has previously seen conceptual development plans in association with the Conditional Use <br />65 request for the Dominium family affordable project. That said, staff will continue to work with <br />66 Launch Properties and Dominium, their architects and engineers on finalizing the development plans <br />67 as this project moves forward.
