51 P OLICY O BJECTIVE <br />52 <br />53 and retains a diverse mix of people, family types, economic statuses,ages,and so on. <br />54 Employ flexible zoning for property redevelopment to meet broader housing goals such as <br />55 density, open space, and lot size. <br />56 Explore opportunities to encourage smaller housing un <br />57 development (which could include propriate housing to reflect the population <br />58 demographics ofthe City), and opportunities to address the lack of housing in the “missing <br />59 <br />60 Approve final plat applications that have incorporated all changes or modifications required by <br />61 the City Council in the approval of the preliminary plat and that areotherwise substantially the <br />62 same as the approved preliminary plat. <br />63 B UDGET I MPLICATIONS <br />64 Refer to the Development Review Committeecomments and draft Public Improvement Contract <br />65 provided with this RCA as Attachment G. <br />66 S TAFF R ECOMMENDATION <br />67 Two separate actions are recommended, outlined as A and B below. <br />68 A. Adopt a resolution approving the proposed Lexington Woods final plat, based on the content of this <br />69 RCA, the public record, and City Council deliberation, with the following conditions. <br />70 1. Pursuant to thecomments from Roseville’s Fire Department Chief, the applicant shall install a <br />71 fire hydrant at both ends of the proposed cul-de-sac street. <br />72 2. Pursuant to the memo from Public Works staff in Attachment Gof this RCA,the applicant shall: <br />73 a. Provide an 8-foot bitumous trail within the Lexington Avenue right-of-way along the length <br />74 of the plat and any land accepted for park dedication. <br />75 b. Dedicate the specified easments and additional public right-of-way. <br />76 c. Post signs along private street prohibiting on-street parking. <br />77 3. Pursuant to the memo from Parks and Recreation staff in Attachment Dof this RCA, the <br />78 applicant shall: <br />79 a. Dedicate Outlot B, Lexington Woods and Lots 1 – 3, Block 3, Roseville Heights as park land <br />80 in accordance with the recommendation of the Parks and Recreation Commission. <br />81 b. Provide prior to submitting the approved <br />82 plat to the Ramsey County Surveyor. <br />83 4. The applicant shall continue to communicate with the adjacent homeowners regarding their fence <br />84 needs and interests. <br />85 B.Pass a motion to approve the Public Improvement Contract. <br />7g RCA <br />Page 3 of 4 <br /> <br />
