b. Discuss the effect on traffic congestion on affected roads and describe any traffic <br />improvements necessary. The analysis must discuss the project's impact on the regional <br />transportation system. If the peak hour traffic generated exceeds 250 vehicles or the total <br />daily trips exceeds 2,500, a traffic impact study must be prepared as part of the EAW. Use <br />the format and procedures described in the Minnesota Department of Transportation's <br />Access Management Manual, Chapter 5 (available at. http://www.dot.state.mn.usl <br />accessmanagement/resources.htmo or a similar local guidance. <br />Intersection level of service (LOS) analysis was performed (see Attachment C) for each of <br />the following intersections using the signalized and unsignalized analysis methodology <br />found in the Highway Capacity Manual (HCM) and Trafficware's Synchro/SimTraffic <br />version 10: <br />• Fairview Avenue & TH 36 (eastbound) <br />• Fairview Avenue & TH 36 (westbound) <br />• Fairview Avenue & Rosedale Center Driveway # 1 <br />• Fairview Avenue & County Road B2 W <br />• County Road B2 W & Rosedale Center Driveway#2 <br />• County Road B2 W & Rosedale Center Driveway#3 <br />• County Road B2 W & Snelling Avenue (nouthbound) <br />• County Road B2 W & Snelling Avenue (northbound) <br />• Major internal ring road intersections <br />LOS is a qualitative letter grade (A through F) based on seconds of vehicle delay due to <br />the traffic control device at an intersection. By definition, LOS A conditions represent <br />high -quality operations (i.e., motorists experience very little delay or interference) and <br />LOS F conditions represent very poor operations (i.e., extreme delay or severe <br />congestion). This study used the LOS D/E boundary as an indicator of satisfactory traffic <br />operations. <br />Table 8 provides Short -Term Build (2024) delay and LOS for both the weekday PM and <br />Saturday peak hours.
