This is due to <br />the queue spillback from the westbound right -turn movement. <br />• Fairview Avenue at TH 36 (westbound): During the Saturday peak hour, the <br />northbound left -turn and through movements are anticipated to operate at LOS <br />F. This is due to poor lane utilization for northbound traffic where the majority of <br />the through traffic is utilized the outside lane to position themselves to enter <br />Rosedale Center at the downstream intersection. <br />• Fairview Avenue at County Road B2 W: During the Saturday peak hour, the <br />eastbound right -turn movement is anticipated to operate at LOS F. <br />All other intersections (and their movements) are anticipated to operate at LOS D or <br />better during the weekday PM peak hour and Saturday peak hour. <br />c. Identify measures that will betaken to minimize or mitigate project related transportation <br />effects. <br />Improvements to the traffic network in the study area will be required to help mitigate <br />excessive queuing and delays. Only those improvements that could be implemented <br />without major reconstruction of the roadway and surrounding area were considered as <br />mitigation. The following improvements were assumed for the 2024 build -out year and will <br />need to be explored further with the City of Roseville, Ramsey County, and MnDOT: <br />• Fairview Avenue at TH 36 (eastbound) <br />o Convert the westbound right -turn from yield control to a free movement <br />o Optimize splits and offset for the traffic signal <br />• Fairview Avenue at TH 36 (westbound) <br />o Convert the northbound right -turn lane into a third northbound through <br />lane. This will require modifying the existing channelized islands on the east <br />side of Fairview Avenue, in addition to the relocation or replacement of <br />the northbound and eastbound approach signal poles and mast arms. <br />Rosedale Center EAW 20 February 2020 <br />
