by end markets. This means that when markets get tight, our material is what the mills want to keep running. In our 15
year history, we have never had to warehouse material.
Project Capability 5 Claim: Extensive Processing Experience with High Material Quality
Documented Performance: As a local, independent company, our operations are uniquely tailored to reflect community
values. We have operated our Materials Recovery Facility (MRF) since 2004. In the spring of 2016 we processed our one
billionth pound of recyclables from municipal, commercial, and third party sectors. Our 117,000 sq. ft. facility, located
next door to Roseville in an industrial area, has a residual rate of less than 5%, an extraordinary accomplishment relative
to other MRFs. Our MRF operations team is extremely experienced with over 70 combined years managing recycling
facilities. We have returned over $5.5 million dollars back to the community by selling high quality materials and sharing
the revenue with the cities we serve. Revenue sharing was not practiced in Minnesota until our organization began
offering it in 2001. Our unique combination of staff industry experience, mission driven testing, and deep industry
supply chain partnerships positions us to provide the most cost effective single -stream program that best meets our
community's and customers' needs.
Project Capability 6 Claim: Extensive Experience Building and Maintaining Successful Apartment and Condominium
Building Recycling Programs
Documented Performance: We serve well over 1,000 apartment buildings every week on our multifamily routes. Our
staff history includes launching one of the first multi -family programs in the nation (Saint Paul). The US EPA has
recognized our program as among the best multifamily programs in the country. We published a best practices toolkit
for multifamily recycling based on a two-year study funded by the MPCA (OEA at the time). We maintain a database of
building managers for each multi -family building currently receiving service in Roseville and document efforts made at
each property to increase recycling participation. We create accurate and culturally relevant translations including
Spanish, Hmong, Somali and most recently Karen.
Project Capability 7 Claim: Regional Leader in the Development and Management of Zero -Waste Services at City
Sponsored and other Community Events
Documented Performance: Since 2007, our Zero -Waste Event Program has worked with over 160 events in the Twin
Cities metropolitan area and reached over 332,000 attendees. Our average diversion rate is over 90% at events we
manage. We were the first organization to promote the idea of making events zero waste in this market. Since then,
many cities and counties have begun making city sponsored events zero waste. In addition to offering direct zero -waste
services for large or medium sized events we have useful how-to information for individuals and organizations that want
to make their own private events zero waste. We loan containers and even have a recycled and compostable products
cooperative that helps people buy compostable plates, silverware and other items at more reasonable prices by buying
in bulk with their neighbors to bring costs down.
Project Capability 8 Claim: Carts already in place, correctly sized and ready to go.
Documented Performance: By working with our company there will not be a need to roll out new carts or transition the
program in any way. In 2014, we managed the rollout of approximately 10,000 carts, and these carts are still in excellent
condition. We have provided a proposal for the City to purchase these carts from us if they desire to have City owned
carts, or continue to have us own and maintain the carts through the contract.
Project Capability 9 Claim: Familiarity with the Roseville Community.
Documented Performance: Our drivers, dispatch, customer service and management are very familiar with Roseville,
having many years of experience recycling in the City. Our education and community outreach team has community
connections and understanding of effective strategies that work in Roseville.
63
