Continued Page 3.

306

Mr. Linder representing the Lake OWasso Association said this project would
benefit many ann provide job opportunities for our children and the Association
were going on record as favoring the project.

Mr. Wood of ~ .H. 36 Imd Cleveland Ave. voiced his objection to this plan and
felt a project of this kind should not be brought into the 'Tillage. He said we
were spoiling a residential area by bringing this sort of thing into Roseville.
There is an actual home building program under way now and felt it should be en-
couraged by bringing in other home builders and not bringing in business or industry
of any type.

tAr. Schultz, the Assessor, l1nd a r¡¡ember of thE! School Board, said the school
district has been bonded up to four million dollars and a pro<iect of this kind was
needed as we would have the valuRtion for tax purposes, and if the home building
was continued at its preßent rate, there would be a bit: increase in the tax load
for the residents. The more people you bring into a cor.ununity naturally increases
the school program. It costs $260 per year to educate a grade I';chool child and
$300 per year for a high school pupil. V:e onl;'y' get ~100 per child as state aid
so we dig in our pockets for the balance, and if there are two or t.~rce children in
each famil;}', that m.akes a lot of extra digging.

Mr. Hammond said Roseville Teerace is being built up rapidly émd is creating
a school problem in that area, and by bringing in the Allied stores, it would
naturally bring mOrE! people out here who would buEè homes and possibl;r have
employment at this store.

Mr. Covell, an attorney in Hinneapoh.s, appeared not as a lawyer, but S.t the
request of several residents, to tell of his experiences with villages, having at one
t~le been attorney for the Village of Edina. He said from past observnnces he felt
shopping centers were not a practical thing for a Village. When a survey haèc been
made in Edina, he sa.w these thinge CaIne into being. Day tons carne into Edina. with a
pretty picture of a proposed shopping center similar to the one we had on the wall
of the Golden Rule, telling what the pl¿ms were for t he area. Surrounding the
structure there would be parking areas, along with buffer strips. After the inner
core, the next thing that comes is apartment bu~.ldings, then shades into )~-plexes,
then it shaàes into duplexes and double bungalows. If the area were Boned business,
mul tiple ch1ellings a.re allouerl in commercial areas. If that happens, 3rou have all
the child problems a.nd the thin¡;s the Assessor said we would have, ðwellings and
Children along with the costs incidental thereto, which brings an additional cost -
fire, police, sewer, water, and the other things that corae up, as well as additional
cost of' a.dIllinistration. \I!hen the people who livf~ next to such a project stay there
for a while, they get discouraged and sellout. With a. project of this kind, you
would need a million and a half nore for high schools, 3/h million more for grade
schools. If we would go out after industry, we can get the 10 fer 1 tax dollar
that we need. If we restrict certain areas to industrial sites, we will be doing
a good job.

Ha~'or Connor spoke of the Highland Park area, rel1.embering it as a vast area of
vacant land which has since been developed into one of the finest areas in St. Paul,
and if we could get something as nice as that, we should be proud of it. He stated
thût we are caking an endeavor to get induRtry and various businesses so we have a
proper balmce between residence and industry. He also stated that T.E. )6 may
become a Federal highwa~r and did not expect any addJ. tional cost at this intersection
to the Village. .
