A letter from them was read in part, showing the difficulties they
would encounter by adhering to the new regulations as they had made application
for the loans prior to the passing of the ordinance.

The Clerk read a resolution concerning Roseville Terrace No. 3 (54 homes).
Membrez moved, Hammersten seconded, that the following resolution be adopted.

"Whereas Donnay-Reitz tnc. have planned the construction of a development
in the Village of Roseville known as Roseville Terrace, and

Whereas said development was to be constructed progressively in several
sections, and

Whereas the planning, applications for loan commit, tments, and Veterans
Administration approval were all made prior to the adoption of
Ordinance #148, and

Whereas the application of Ordinance #148 to Donn~-Reitz Inc. in the
construction of that portion of the project known as Plat 3 would require
replanning, new applications for loan collUllitments, and reapproval by the
Veterans administration which would Materially delay the project and cause
substantial additional expense, hardships, and difficulties,

Now therefor, the Council of the Village of Roseville finds that the
applications of said OrdUlance #148 would create practical difficulties
and peculiar hardships in the completion of that part of the project
known as Roseville Terrace, Plat 3, and

Be it resolved that the provisions of Ordinance #100 be varied so that
the amendment contained in Ordinance #148 be waived as to the construction
of homes by Donn~-Reitz upon the following described property provided
that construction thereon be started thereon prior to June 1, 1953.

That property located in the Village of Rose viI Ie bounded on the East by
Hamline Ave., on the West by Pascal street, on the North by Millwood Street,
and on the South by County Road C2 which property ie known as Roseville
Terrace, Plat 3.

Roll call Ayes-(4) Nayes-(O).

Mr. Bowler CArden Hills #4) appeared to ask the Council to raise the road
restrictions to allow material to be hauled in. He was told that there would
be too much pressure if the restrictions were lifted for some individuals and
that it was thought _we should wait tor a while yet, depending on the
weather.

Joe Koalska appeared to discuss road personnel with the Council. nle M~or
explained that the set-up is that Willmus is road commissioner, and the foreman
will pick up orders at the office.
