B. Findings: The City of Roseville finds it is necessary for the promotion and preservation of the public 2872 <br />health, safety, welfare, and aesthetics of the community that the construction, location, size, and 2873 <br />maintenance of signs be controlled. Further, the City finds that: 2874 <br />1. Permanent and temporary signs have a direct impact on and relationship to the image of the 2875 <br />community; 2876 <br />2. The manner of installation, location, and maintenance of signs affects the public health, safety, 2877 <br />welfare, and aesthetics of the community; 2878 <br />3. An opportunity for viable identification of community businesses and institutions must be 2879 <br />established; 2880 <br />4. The safety of motorists, cyclists, pedestrians, and other users of public streets and property is 2881 <br />affected by the number, size, location, and appearance of signs that divert the attention of drivers; 2882 <br />5. Installation of signs suspended from, projecting over, or placed on the tops of buildings, walks, or 2883 <br />other structures may constitute a hazard during periods of high winds and an obstacle to effective 2884 <br />fire-fighting and other emergency service; 2885 <br />6. Uncontrolled and unlimited signs adversely impact the image and aesthetic attractiveness of the 2886 <br />community and thereby undermine economic value and growth; 2887 <br />7. Uncontrolled and unlimited signs, particularly temporary signs that are commonly located within 2888 <br />or adjacent to public right-of-way or are located at driveway/street intersections, result in roadside 2889 <br />clutter and obstruction of views of oncoming traffic. This creates a hazard to drivers and 2890 <br />pedestrians and also adversely impacts a logical flow of information; 2891 <br />8. Commercial signs are generally incompatible with residential uses and should be strictly limited 2892 <br />in residential zoning districts; and 2893 <br />9. The right to express noncommercial opinions in any zoning district must be protected, subject to 2894 <br />reasonable restrictions on size, height, location, and number. 2895 <br />1010.02: DEFINITIONS 2896 <br />A. Definitions: As used in this Chapter, the following words and terms shall have the meanings ascribed 2897 <br />to them in this section: 2898 <br />1. SIGN: Any writing, pictorial presentation, number, illustration or decoration, flag, or other device 2899 <br />that is used to announce, direct attention to, identify, advertise, or otherwise make anything 2900 <br />known. The term “sign” shall not be deemed to include the terms “building” or “landscaping,” or 2901 <br />any architectural embellishment of a building not intended to communicate information. 2902 <br />2. AREA IDENTIFICATION SIGN: A freestanding sign which identifies the name of, including 2903 <br />but not limited to, a residential development, a multiple residential complex, a shopping center or 2904 <br />shopping area, a business park, an industrial park, a building complex, or any combination 2905 <br />thereof. 2906 <br />3. BALLON: A flexible, nonporous bag inflated with air or a gas lighter than air, such as helium. 2907
