b. Visibility triangles shall be maintained as required in Section 1011.06 by selecting and 3501 <br />locating landscaping and design features that do not exceed the height limitation in visibility 3502 <br />triangles. 3503 <br />c. All deciduous shrubs and spreading or globe evergreen shrubs shall be moved onto the site in 3504 <br />pots. All other plant materials shall be balled and burlapped (B&B) or moved onto the site 3505 <br />with a tree spade. 3506 <br />d. In calculating the required plant material under the provisions of this section, all areas and 3507 <br />distances on which required calculations are based shall be rounded up to the nearest whole 3508 <br />number. 3509 <br />6. Alternative Landscape Options: The City encourages the use of special design features such as 3510 <br />xeriscaping, raingardens/bioswales, rooftop gardens, native landscapes, integrated pedestrian 3511 <br />facilities, and public art. To encourage the use of these special design features the city 3512 <br />acknowledges a degree of flexibility may be necessary to adjust to unique situations. This 3513 <br />subsection provides such flexibility and presents alternative ways to meet the standards set for in 3514 <br />this section. The alternatives provided below are discretionary and are subject to approval of the 3515 <br />Community Development Department, unless the development application requires approval by 3516 <br />the City Council, in which case the City Council shall approve the alternative landscape plan. 3517 <br />Landscape requirements may be modified if the proposal meets any of the following: 3518 <br />a. It is of exceptional design that includes amenities such as public art, public seating, an 3519 <br />outdoor plaza, green rooftop, recreational benefit, and/or transit shelter. 3520 <br />b. It is deemed equivalent to the minimum requirements of this Section and complies with the 3521 <br />purpose and objectives of this Section. 3522 <br />c. It will allow a site plan that is more consistent with the character of the area. 3523 <br />d. It will result in the retention of more existing significant trees. 3524 <br />e. It better accommodates or improves the existing physical conditions of the subject property. 3525 <br />f. The topography decreases or eliminates the need for visual screening. 3526 <br />g. It does not reduce the effect of required screening. 3527 <br />h. Efforts are made to create interest by providing a variety of colors and textures. 3528 <br />7. Required Landscape Plan: With the exception of one- and two-family dwellings, a detailed 3529 <br />landscape plan shall be submitted for review and approval by the Community Development 3530 <br />Department for all new developments, additions, or modifications to existing developments, or 3531 <br />when changes are made to existing landscape plans. Landscape plans shall be prepared by a 3532 <br />registered landscape architect or other qualified individual as determined by the Community 3533 <br />Development Department. The landscape plan shall be drawn to a scale of not smaller than 1 inch 3534 <br />equals 50 feet. The locations and materials which are to be used in landscaping existing and 3535 <br />proposed developments shall be clearly drawn and labeled on a landscape plan. The plan shall, at 3536 <br />a minimum, show the following: 3537 <br />a. Boundary lines of the property with accurate dimensions. 3538
