REQUEST FOR COUNCIL ACTION <br />Date: June 8, 2020 <br />Item No.: 7.c <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Approving the Vacation of Herschel Street Easement <br />1 B ACKGROUND <br />rd <br />2 As part of a proposed development and new plat called Twin Lakes 3 Addition, located north of <br />3 County Road C between Fairview Avenue and Snelling Avenue the developer’s surveyor has <br />4 recommended the vacation of the Herschel Street easement, north of County Road C. This <br />5 recommendation is based on the redevelopment of the site. The proposed vacation is shown on the <br />6 attached Vacation Exhibit (Attachment D). The proposed development would consist of private <br />7 roadway and private utilities. New easements for drainage and utility easements and for additional <br />rd <br />8 roadway easement along County Road C would be established when the final plat of Twin Lakes 3 <br />9 Addition is approved. <br />10 The vacation will be not be official until such time as the City Manager executes and records a <br />11 Notice of Completion of this vacation. This will be done once a Final Plat has been approved. <br />12 Therefore, staff is recommending the vacationof the Herschel Street easement. <br />13 F INANCIAL I MPACTS <br />14 There is no financial impact to the City of Roseville. The property owner will need to enter into a <br />15 Public Improvement Contract with the City to install a new signal light at Herschel Street as part of <br />16 the Development at their cost. The Herschel Street leg of the signal would be private.
