Since <br />90 there is no specific rule that is outlined for ex-officio members, that indicates that a quorum and <br />91 voting would follow the rule highlighted above. Meaning, that this Commission’s membership is <br />92 defined as 9 members per Chapter 205.01: <br />93 <br />94 There is established a Human Rights, Inclusion and Engagement commission of the City, which shall <br />95 consist of nine (9) members appointed by the City Council and which shall be subject to Chapter 201 <br />96 of the City Code. <br />97 <br />98 Recommendation #3 – Formally Adopt Racial Equity Narrative <br />99 <br />100 Purpose behind the recommendation: <br />101 <br />102 To make a strong statement to staff and the community regarding the city’s commitment to <br />103 racial equity. <br />104 <br />105 As part of the work of the City’s GARE team, a Racial Equity Narrative was developed. When the <br />106 GARE team developed this narrative, the purpose behind it was to provide a clear vision for what <br />107 racial equity looks like for the City of Roseville. To be effective, the city needs to clearly and <br />108 consistently state racial equity as a significant goal and benchmark for success. This narrative has <br />109 been presented to Council and has been incorporated into all new-hire orientation and has been <br />110 shared with the Commission. The narrative is below. <br />111 <br />112 The City of Roseville is dedicated to creating an inclusive community where the <br />113 predictability of success is not based on race or ethnicity. <br />114 <br />115 The actions of government at the federal, state, and local level have created racial <br />116 disparities that continue to harm our community. Rectifying these disparities is critical <br />117 to the development of a vibrant community and a high quality of life for all residents. <br />118 <br />119 All City Departments will prioritize racial equity in their planning, delivery, and <br />120 evaluation of programs, policies, and services. <br />121 <br />122 The City of Roseville is committed to taking tangible steps to normalize, organize, and <br />123 operationalize racial equity principles and tools, with an eye toward impactful and <br />124 sustainable outcomes that create a more equitable community. <br />125 <br />126 Recommendation # 4 – Direct staff to incorporate culturally relevant programming and use <br />127 engagement best practices when developing work plans for 2021. <br />128 <br />129 Purpose behind recommendation: <br />130 To ensure equity is a priority in departmental work plans, and city programming and that <br />131 staff have the tools necessary to engage the community. <br />132 <br />133 The Commission has drafted a Best Practices guide on engagement to the best of their ability and <br />134 will be finalizing this document at their August meeting.
