Attachment A <br />39 <br />40 The City recognizes that the most efficient system to provide information on the rental status of <br />41 certain residential properties is through the creation of a program requiring the registration of <br />42 residential rental property with 1 to 4 units within the City. <br />43 907.02: DEFINITIONS: <br />44 As used in this chapter, the following words and terms shall have the meanings ascribed to them <br />45 in this section: <br />46 A.City: The City of Roseville, or the person or entity designated by the City to administer <br />47 and enforce this Chapter. <br />48 B.Family: Shall mean one of the following:(City Code Section 1001.10) <br />49 1.Any group of people living together as a single housekeeping unit, all of whom <br />50 are related by blood, marriage, or adoption plus children who are under foster <br />51 care; or <br />52 2.Up to four people notso related, living together as a single housekeeping unit; or <br />53 3.Any group of people living together as a single housekeeping unit, if no more <br />54 than two adult members function as the heads of the household group and the <br />55 remaining members are dependent upon them for care and direction due to age, <br />56 physical disability, a mental incompetency, or for other reasons; or <br />57 4.Any individual, who is the owner, livingand maintaining a common household <br />58 and using a common cooking and kitchen facility. <br />59 C.Local Agent: Owner’srepresentative who resides in any of the following Minnesota <br />60 counties: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, or Washington, and is <br />61 authorized by the owner to make or order repairs or services for the property if in <br />62 violation of the City or State Codes. <br />63 D.Owner: A person, agent, firm, or corporation having a legal or equitable interest in the <br />64 property. In any corporation or partnership, the term owner includes general partners and <br />65 corporate officers. <br />66 E.Person: Includes individual, as well as,business entities, whether one or more. <br />67 F.Rent: Includes money or services in exchange for occupation of the unit. <br />68 G.Residential rental property:Any building, structure, room, enclosure, or mobile home <br />69 with 1 to 4 units including the real property upon which it is located and which surrounds <br />70 it, which is rented or offered for rent as living quarters. Residential rental property does <br />71 not mean on-campus college housing, hospital units, nursing home units, multiple rental <br />72 property over 4 units,or hotelsor motelswith daily rental units, all of which shall be <br />73 specifically exempt from registration under this Chapter. <br />74 H.Unit: All or a portion of a residential rental property that is arranged, designed, used, or <br />75 intended to be used as separate living quarters and whichis leased to an individual or <br />76 group. <br />77 <br />78 907.03: REGISTRATION REQUIREMENTS: <br />79 <br />80 A.Except as provided in Sections 907.06(1)and 907.08, itshall be unlawful for any person <br />81 tohereafter occupy, allow to be occupied, or let to another person for occupancyany <br />82 residential rental property of 1 to 4 units within the City for which an application for <br />83 registration has not been properly made and filed with the City or after the time that a <br />2 <br /> <br />
