<br />REQUEST FOR COUNCIL ACTION <br />Date: October 12, 2020 <br />Item No.: 9.g <br />Department Approval City Manager Approval <br />rd <br />Item Description: Twin Lakes 3 Addition Public Improvement Contract Amendment Approval <br />1 D ISCUSSION <br />2 On July 13, 2020, the City Council approved a Public Improvement Contract for Twin Lakes Station <br />rd <br />3 3Addition. The following public improvements were part of that contract: <br />4 Installation of a new traffic signal at County Road C & Herschel Street <br />5 Installation of two westbound right turn lanes for westbound County Road C <br />6 Relocation of City-owned street lights <br />7 Restoration and landscaping including tree replacement <br />8 Since the contract was approved, the City has been working with Rice Creek Watershed District <br />9 (“RCWD”) on the Ramsey County Ditch 4 (“RCD 4”) project to finalize plans to convert the ditch to <br />10 a storm sewer pipe. The design has been refined and 40,000 cubic yards of fill will be needed to <br />11 backfill over the pipe. <br />12 The City has also been working with the developers of the Twin Lakes Station site and their <br />13 contractor to coordinate their construction with the ditch improvement project design and <br />14 construction. The developer’s contractor has excess material that needs to be hauled away off site <br />15 which the City could use for the RCD 4 project. <br />16 The City worked with the developer to temporarily stockpile material on the Twin Lakes Station site <br />17 for the future RCD 4 project. Material would be stockpiled this fall. The City would utilize the <br />18 stockpile in the spring when the RCD 4 project started construction. The RCD 4 ditch project and <br />19 the associated Twin Lakes Trail project are scheduled to be bid in January 2021 with construction <br />20 starting in April 2021. <br />21 Staff has worked with the developer to add an amendment to the existing public improvement <br />22 contract to install some additional provisions related to stockpiling material on the site. The key <br />23 items to the amended public improvement contract is summarized below: <br />24 The Developer’s contractor will stock pile 40,000 CY of clean fill material on Outlot A. <br />25 The City will pay the Developer’s contractor directly for cost of stockpiling the material. <br />26 o The City and the Developer’s contractor will survey the site before and after the <br />27 stockpile is made to confirm quantities. <br />28 o The Developer’s contractor will stabilize the stockpile at their costs. Once the <br />29 stockpile is stabilized, the City will take over ownership and maintenance of the <br />30 stockpile. <br />31 The stockpile that will be stored on Outlot A will be the responsibility of the City to remove <br />32 by August 1, 2021. All costs to remove the stock pile and restore the area of the stockpile <br />33 will be paid by the City. <br />Page 1 of 2 <br /> <br />
