That is one area he would look to seeing this go a little further than it currently <br />51 does. <br />52 <br />53 Councilmember Etten agreed with Councilmember Willmus in that he thought a lot <br />54 of this language and the two separate looks at the ordinance for short-term and <br />55 longer-term wereexcellent. He appreciated the details that were added and the <br />56 processes and penalties. He would also like to have discussion sometime about <br />57 seasonal lengths and understanding the impacts. <br />58 <br />59 Mayor Roe noted under the enforcement and the initial suspensioncriteria arethree <br />60 violations within 180 days. He wondered if the Council had some thoughts that <br />61 three was too many before the City would start to get to suspension or if two is a <br />62 better number. He also disagreed with Councilmember Willmus’ idea of rental <br />63 time. He came from a point of view of perhaps a two- or three-day minimum rental <br />64 period allowed up to 30 days but the turnover period would have to be seven days. <br />65 <br />66 Public Comment <br />67 <br />68 Mayor Roe offered an opportunity for public comment. <br />69 <br />70 Ms. Barbara Garn, South McCarrons <br />71 Ms. Garnexplained she lives very close to the VRBO that is one of the problem <br />72 properties. She thanked the Council for the time spent on this, that tthey are pay- <br />73 ing attention to this, and indicated she felt heard knowing how much time the <br />74 Council and staff have spent on this and she thanked them. She was concerned <br />75 because regulation of daily use is critical. If the owner is not on site for the dura- <br />76 tion of the stay, then it does fall on neighbors to monitor this activity. It is unac- <br />77 ceptable to create a party vacation atmosphere and then expect monitoring respon- <br />78 sibility to fall to neighbors. She stated the City also needs regulation of short- <br />79 term rentals city wide. She thought the City should think about how many of <br />80 these rental licenses should be allowed in the community. What is the number to <br />81 aim for because now is the time that the City should start setting those re- <br />82 strictions. As a neighbor, she felt that notification needs to be part of this process, <br />83 not just when someone has violated, but she should be informed when this is hap- <br />84 pening in her community and she would like to see that as a part of the process <br />85 going forward. She explained she did not get any notification and certainly did <br />86 not get any information on what to do if anything goes wrong, who she should <br />87 contact, so she would like a process for neighbors. One piece of clarity she would <br />88 like in the City’s materialsis owner-occupied, which is not part of the definitions. <br />89 She wondered if that meant the owner lives there while the renters are there,or <br />90 does that mean the owner lives there most of the year but sometimes leaves when <br />91 renters come. She thought that was a big difference and would like to see that <br />92 clarified. She would also like to point out that the City’s opportunity to make <br />93 changes for the Roseville residents regarding this policy is not just something that <br /> <br />
