Attachments A and B <br />MAYOR’S PROCLAMATION DECLARING A LOCAL EMERGENCY <br />WHEREAS, the Mayor of Roseville finds that the following situation exists: <br />World Health Organization has declared a novel coronavirus-COVID-19 as aPandemic. <br />Cases of the COVID-19 continue to increase at a rapid rate, due to variant strains <br />including the Omicron variant, stressing the local healthcare systemand threatening the <br />health, safety, and welfare of the general public. <br />Thereis an emergentneed to expandour local responseto the growing needs ofthe <br />community weserve. <br />WHEREAS, the Mayor finds that the situation is sudden and unforeseen and could not have been <br />anticipated; <br />WHEREAS, the Mayor finds that conditions in the City of Roseville have worsened considerably as <br />a result of the situation; <br />WHEREAS, the Mayor finds that the situation threatens the health, safety, and welfare of the <br />citizens of the community; <br />WHEREAS, the Mayor finds that traditional sources of relief are not able to repair or prevent the <br />injury or loss. <br />Therefore, pursuant to Minn. Stat. § 12.29 the Mayor hereby declares this situation to be a local <br />emergencyeffective atp.m. on January 31, 2022. <br />This declaration of a local emergency will invoke the City’s disaster plan. The portions that are <br />necessary for response to and recovery from the emergency must be used, including but not <br />limited to emergency regulations by way of further resolution and order. <br />Mayor Daniel J.
