34 Commissioner Leutgeb asked if the City Planner could address the uniquely shaped or irregular <br />35 shaped lots. City Planner Paschke indicated thatcommercial properties are not treated the same as <br />36 residential properties regarding the requirement that lots be “simple, regular shapes” with <br />37 perpendicular lines. This is because commercial development sites share parking, access, and <br />38 utilities, which would not be possible if required to conform to a standard lot design or <br />39 configuration. He then explained the layout of the proposed lots and other, similar layouts within the <br />40 City that have beenapproved in the past. <br />41 Regarding the resident inquiry, aresident from the Oakcrest neighborhood addressed the <br />42 Commission about traffic and wondered whether any study was completed regarding the increase in <br />43 traffic and/or better access to her neighborhood. City Planner Paschke explained there was an EAW <br />44 completed for this project and through that process mitigations were identified to address negative <br />45 impacts. The most notable mitigation included the additional signal light at Hershel Street, which <br />46 will assist in helping traffic flow better through this stretch of County Road C, as well as slow traffic <br />47 down to allow for the proper movement of vehicles turning left onto or off of County Road C. The <br />48 resident in attendance seemed satisfied with this information and offered no follow-up questions to <br />49 the Commission. <br />50 The Planning Commission voted 7-0 to recommend approval of the preliminary plat of Twin Lakes <br />th <br />51 4 Addition, based on the content of the RPCA, public input, the Planning Commission’s <br />52 deliberation, and the following conditions: <br />53 1. Pursuant to the memo from Public Works staff in Attachment D of this RPCA, the plat shall be <br />54 revised to incorporate the following: <br />55 a. The private road, known as Hershel Street, generally in the location shown on the Private <br />56 Road Site Plan shall be platted as an outlot or dedicated in a separate easement to be recorded <br />57 with the plat to prevent site improvements from being constructed over this area by <br />58 individual lot owners (staff has since determined an easement isn’t acceptable and an outlot <br />59 shall be required). <br />60 b. A 10-foot wide utility and drainage easement shall be dedicated along the east, west, and <br />61 south sides of the proposed plat. <br />62 2.
