30 P RELIMINARY P LAT <br />31 Prior to the submittal of the preliminary plat, Roseville’s Development Review Committee (DRC) met <br />32 on several occasions in late2021 to review and discuss the final grading and utility plans for the <br />33 subject property, as the applicant wished to pursue site preparation improvements prior to securing <br />34 formal plat approval. A number of developments that are associated withthe preliminary plat are <br />35 included as Attachment C. <br />36 Since 2019 whenLaunch Properties and Dominium approached the City with redevelopment plans for <br />37 this property, the property owner has been working to secure tenants for their commercial portion of <br />38 the project. The commercial sites were always anticipated to follow the housing portion to the north. <br />39 Some of theproposedbusinesses/entities will purchasealotfor their specific development, while <br />40 others will utilize a land lease agreementwith the current property owner. This arrangement impacts <br />41 the proposed plat. Currently, the proposed preliminary plat includes three entities interested in <br />42 purchasinga lot for their specific development (Bank of America, Taco Bell, and Take 5 Car Wash). <br />th <br />43 The proposed plat of Twin Lakes 4 Addition includes the creation of 5 lots on oneblock, consisting <br />44 of the following: <br />45 Lot 1 encompassing1.62 acres for a proposed Bank of America, <br />46 Lot 2 encompassing0.89 acres(includingthe western half of the private roadway of Hershel <br />47 Street)for a future user not yet identified, <br />48 Lot 3 encompassing1.19 acres for a proposed Taco Bell, <br />49 Lot 4 encompassing3.34 acres(includingthe eastern half of the private roadway of Hershel <br />50 Street) for a future user not yet identified, and <br />51 Lot 5 encompassing1.00 acres for a proposed Take 5 Car Wash. <br />52 Plat <br />53 The City Engineer’s memo (Attachment D) indicates the following: <br />54 Per the previous public improvement contract, which encompassed the subject property, there were the <br />55 following conditions: <br />56 1. The Private Road generally in the location shown on the Private Road Site Plan attached <br />57 as Exhibit C may become a public street as further provided in this provision if the parcel <br />58 to the east, located at 1601 County Road C, is redeveloped, the building on said parcel is <br />59 demolished, and the owner of said parcel is willing to establish a right-of-way connection <br />60 to the Private Road. In the event that the foregoing conditions are met, the Developer, or <br />61 its successors and assigns, will grant to the City a roadway easement over the Private <br />62 Road. The Developer acknowledges that the City could require the Developer to dedicate <br />63 the Private Road as a public street now. In lieu of requiring the Private Road dedication <br />64 now, and in consideration for the approvals granted to the Developer concerning the <br />65 project, no future consideration shall be required from the City for the easement over the <br />66 Private Road. Upon acceptance by the City of an easement over the Private Road, the <br />67 Private Road will become a public street and the City shall be responsible for all <br />68 maintenance and repair of the same. <br />69 In order to comply with this previously agreed to condition, staff recommends the proposed plat of <br />th <br />70 Twin Lakes 4 Addition be revised to incorporate the private roadway of Hershel Street into an outlot <br />71 or easement.
